What are the responsibilities and job description for the Deputy Director of Emergency Management position at Payne County Sheriff's Office?
Purpose of Position:
The purpose of this position is to serve as Deputy Director of Emergency Management, to carry out the core functions of that department. This position will play a critical role in planning, coordinating, and carrying out assignments in various activities to include community preparedness and awareness; natural and manmade disasters, large-scale public events, emergency and/or hazardous situations and training exercises. Position reports to the emergency management director. A county take home vehicle is provided for official county use, including travel to and from work and during work-related duties.
Essential Job Junctions:
· Assist in all aspects of the administration management budget. Work with EM administration to forecast, properly allocate funds and procure staffing, equipment, projects, materials, and other supplies; recommend necessary adjustments and adhere to all procurement guidelines
· Respond to severe and/or hazardous weather events; duties will include storm spotting, coordination of staff and volunteer assignments, weather monitoring through radio, radar, and other sources, communicate with NWS, County Staff, Stakeholders, and community members.
· Oversee the administrative functions related to maintenance needs. To include projects planning, resource coordination, documentation and quality acceptance.
· Participate in development and review of the master plan, emergency operations plan, Hazard mitigation plan, and corresponding documents.
· Assist in marketing efforts and campaign with both internal and external partners, prepare media and public information releases. Coordinate and schedule tours of the Emergency Operations Center.
· Prepare agendas, reports and presentations for County Commissioner, and other public or private meetings and events.
· Participate as an administrator in any critical incident, emergency or exercise related to EM operations and/or large-scale events such as community gatherings, parades or festivals; to include but not limited to coordinating/assisting emergency response from local Fire/EMS/Police, and other critical core services, coordination of assets and volunteers and providing public assistance. Assuming assigned role(s) as designated by the EM Director and/or guidelines set forth by the National Incident Manager System (NIMS) Incident Command System (ICS)
· Actively participate in all aspects of grant application, management and oversight.
· Assist with a variety of special projects, administrative departmental functions, and presentations.
· May be required to work nights, weekends, holidays with some travel required, subjects to call-backs.
· Oversee compliance with access control, maintain key and access control records, and perform required key audits coordinate building access for deliveries, repairs and maintenance.
· Monitor adherence to Payne County and Departmental Policies, regulations and standards.
· Other duties as assigned.
Educational, Training and Experience:
· 2 years of Emergency Management Experience, OR
· A bachelor's degree from an accredited college or university with significant course work in emergency management, business administration, public administration or applicable field to obtain the required knowledge.
· Must be efficient with Microsoft Suite.
Certifications, Registrations, and Licenses:
· Valid driver's license. Must obtain an Oklahoma Driver's license within 90 days of hire.
· NIMS ICS 100, 200, 300, 400, 700, 800. Must obtain within 1 year of hire.
Physical/Mental Requirements:
· Ability to operate a variety of office equipment such as computers, projectors, copy machines, fax machines, printers, and calculators.
· Ability to communicate clearly and concisely potentially complex information.
· Ability to handle confidential or protected material.
· Ability to be able to reach for, lift and carry up to fifty (50) pounds of Material.
· Must be able to work under stress, under a variety of conditions including disasters, emergency situations, and other departmental requirements.
Environmental Conditions and Safety Concerns:
· Primarily work inside administrative office setting. Outside all-weather activities will be required.
· Actively participate in emergency operation for all weather-related events, working in and around active emergency response scene
