Job Description Summary: This new position will focus on developing PayPal’s data and cybersecurity public policies to support the U.S.-based government relations team’s engagement with US federal and state policymakers. The candidate will liaise closely with PayPal’s CCTO and CISO teams. PayPal’s U.S. Public Policy Manager will concentrate on developing the organization’s public policy positions to shape and influence relevant data and cybersecurity legislation and regulations at the U.S. federal and state levels. An ideal candidate should possess 10 to 12 years of relevant experience in government or private sector policy, specifically in shaping and influencing cybersecurity policies and regulations. Additionally, they must have a strong understanding of current federal and state cybersecurity standards and frameworks. Candidates should also have a level of technical expertise to support internal teams in ensuring compliance with forthcoming cybersecurity legislation and regulations. Relevant data and cybersecurity issues include digital identity, cyber threat information sharing, data protection, and network security policies. In addition to developing PayPal’s public policy positions, the manager will lead the development of briefing documents, talking points, and background materials for advocacy engagements. The position will work closely with senior management and business units to evaluate the impacts and opportunities of relevant cybersecurity public policies and to help develop strategies that protect and advance the organization’s business interests. The manager will cultivate and maintain relationships with key U.S. federal and state government officials and their staff. An ideal candidate should have extensive relevant policy experience and a strong understanding of various federal and state regulatory processes, including those related to the Department of Homeland Security, CISA, the National Security Council, and the Treasury Department. Candidates must be able to quickly analyze information and succinctly distill and explain complex policy issues to internal and external audiences. Exceptional written communication skills are required. The manager will also represent the organization before trade associations, coalitions, and other stakeholders.
