- The Economic Policy Advisor develops policy and programming initiatives that advance the status of women and girls globally, with a focus on the integration of gender priorities within the Department of State’s economic policies and diplomatic outreach. The incumbent provides expert program planning and policy analysis, development, and coordination of women’s economic empowerment issues across regions. The incumbent monitors political, economic, social, and other significant developments and trends in targeted area(s) in order to gauge effectiveness and facilitate efforts to achieve U.S. foreign policy objectives. The incumbent may also assess conditions across regions through analysis of reporting documents as well as on site interviews and observation.
- The incumbent then coordinates and collaborates with appropriate Department offices, U.S. departments and agencies, and external organizations to plan, promote, and report on programming related to women’s economic security. Based on this reporting, the incumbent evaluates policy effectiveness as evidenced by improvement or deterioration in the political, economic, or social conditions within the assigned countries or regions. The incumbent contributes to the development of country and region-specific strategies to advance women’s economic empowerment and develops policy metrics to evaluate outcomes of these strategies.
- The incumbent monitors developing economic situations as they relate to women’s economic security and empowerment in targeted regions, confers with analysts, action officers, and interested organizations to develop information and clarification of divergent viewpoints to builds consensus for course of action acceptable to S/GWI. The incumbent coordinates tasking from working groups, develops summaries and evaluations of options, and forges consensus on recommended actions. The incumbent drafts policy memoranda and positions papers for senior Departmental officials to use in meetings which include all levels of the U.S. government, the private sector, and representatives of other countries.
- The incumbent organizes women’s economic empowerment discussions within various high-level strategic dialogues and coordinates and plans regional trips for S/GWI leadership. The incumbent identifies and promotes bilateral and multilateral engagement opportunities with governments in targeted regions to promote the economic empowerment of women and girls. The incumbent prepares policy programming documents such as analytical reports, briefing materials, talking points, press guidance, and public statements for decision/action of senior State Department and interagency officials. The incumbent clears analytical products with relevant Departmental and other organizations, modifying drafts as necessary and appropriate.
- Advanced Degree in International Affairs, Public Policy, Law, and/or related fields, as well as ten (10) years’ experience in international politics/foreign policy, research & evaluation, social science, or other related fields
Qualifications - Must be a U.S. citizen and possess or be able to obtain a Secret clearance
- Ten (10) years or more work experience on political economic analysis or economic policy, political transitions, conflict prevention, political risk assessment, state building, governance, and human rights with a gender lens
- Experience advising governments on technical matters related to gender equality
- Ability to interact effectively and work collaboratively with senior officials at all levels.
- Ability to contribute substantially to policy discussions to support developing inclusive strategies on women’s economic security and empowerment at the national and local levels
- Ability to analyze and evaluate complex problems and make appropriate policy recommendations to address them
- Experience working in challenging bureaucratic environments
- Ability to solve problems and encourage consistent, solid performance
- Proficiency in qualitative and quantitative research methods
- Fluent English language (written and spoken) communications skills
- Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment
- Strong organizational, communication, interpersonal, and technology skills
- Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision

Salary : $157,000
