- The Multilateral Economic Policy Advisor advances U.S. foreign policy objectives related to women’s economic security in multilateral fora. The incumbent monitors political, economic, social, and other significant developments and trends in targeted area(s) to facilitate efforts to achieve U.S. foreign policy objectives at multilateral organizations. The incumbent analyzes reporting from a wide variety of sources that include U.S. missions, non-governmental organizations, and foreign electronic and print media within the assigned regions to understand the current situation and its implications for U.S. interests. The incumbent may also assess conditions in assigned regions through analysis of reporting documents as well as on site interviews and observation.
- Leveraging this expertise, the incumbent will support the WES Division Chief, S/GWI leadership, and other U.S. government leaders to advance women’s economic empowerment and gender equality through high-level bilateral, regional, and multilateral engagement in forums such as G7, G20, APEC, and other multilateral organizations as relevant. This includes the preparation of background paper, remarks, and bilateral interventions; conducting analysis and identifying gaps in women’s economic security policy advancement in multilateral forums; developing background information, tactics, and approaches for presenting policy positions both internally and within multilateral negotiations; supporting negotiations with foreign interlocutors; and developing lessons learned from multilateral engagements to inform S/GWI and Department efforts to advance U.S. women’s economic empowerment policies.
- The incumbent supports the U.S. delegation at multilateral engagements including the gender-focused components in working groups, committees, ministerial, and leaders’ summits; organizes women’s economic empowerment discussions within various high level strategic dialogues; and coordinates and plans regional trips for senior staff including the Ambassador. The incumbent engages with interlocutors within U.S. Department of State and the U.S. interagency to further develop and implement a strategy on women’s economic empowerment and security in multilateral fora, for both the S/GWI-women’s empowerment track as well as related tracks led by other U.S. government stakeholders.
- The incumbent monitors developing economic situations as they relate to women’s economic security and empowerment in targeted regions, confers with analysts, action officers, and interested organizations to develop information and clarification of divergent viewpoints to builds consensus for course of action acceptable to S/GWI. The incumbent coordinates tasking from working groups, develops summaries and evaluations of options, and forges consensus on recommended actions. The incumbent drafts policy memoranda and positions papers for senior Departmental officials to use in meetings which include all levels of the U.S. government, the private sector, and representatives of other countries.
- Master’s or bachelor’s Degree in political science, foreign affairs, economics, law, or a similar field
Qualifications - Must be a U.S. citizen and possess or be able to obtain a Secret clearance
- Minimum 5 years’ experience in international politics/foreign policy, research & evaluation, social science, or other related fields
- Experience with leadership in policy analysis, development, and coordination on economic policy, human rights, and gender equality and women’s and girls’ empowerment
- Strong skills in communication, policy formulation, multistakeholder coordination, and multilateral negotiations
- Strong interpersonal, communication, organizational, and computer skills. Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision
- Ability to prepare draft briefing papers, talking points, and/or speeches, as needed
- Fluent English language (written and spoken) communication skills
- Ability to solve problems and encourage consistent, solid performance
- Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment
