Position Description    

The Chief Medical Officer (CMO) is an integral member of the Executive Management Team, participating in major policy decisions. Working closely with the Executive Leadership, the CMO provides Medical Services program direction in the areas of Adult and Pediatric services, Eye Care services, Chiropractic/Acupuncture services, MAT services, chronic disease management, Complex Care Management, as well as provider and clinical staff management concerning all aspects of patient care.

 

The CMO establishes, reviews, and maintains Medical Program standards to assure high quality care across the system. The CMO represents Peach Tree Medical Services at interagency collaborative meetings across Yuba/Sutter/Sacramento Counties.

 

The CMO has a special focus on predictive data analytics, pro-active outreach, clinical quality, vulnerable sub-populations, equity of care, cost of care, and integration with Behavioral Health and Dental services.

 Qualifications and Work Experience 

  • Experience in a medical administrative position that included program development, practice transformation, implementation and evaluation, supervision of medical professionals, medical protocol development, professional training and education, program auditing, and public relations.
  • Experience building aspects of a Patient Centered Medical Home (PCMH) model
  • Knowledge of regulatory requirements for federally qualified health centers (FQHCs)
  • Experience with Managed Care and Medi-Cal charting requirements, billing, and coding
  • Strong clinical data literacy
  • Creative skill, ability, resourcefulness and judgment in the analysis and solution of medical administrative
  • Experience and knowledge of multi-ethnic and underserved

 

 Education  

Must have and maintain: California Medical License, DEA License, BLS Certification; Must maintain education sufficient to remain licensed.

 Examples of Duties   

Development and Implementation of PCMH Model of Care

  •   Develop staff facing dashboards and incentives to drive clinical quality improvement at all
  •    Collaborate with executive and management teams to obtain NCQA
  •    Collaborate with Operations Department to establish and manage clinical quality pay for performance (P4P) program using payor and clinical priorities; drive improvements across system in partnership with operations

 

 

  •   Weave equity based principles, data dashboards, and sub-population improvement strategies into clinical quality

 

Development and Implementation of Medical Department Care Standards and Policies

  • Establish, monitor, and continually improve standards of care through performance benchmarks and goals (quality, operational, and financial).
  • In collaboration with other leaders, recommends strategies to enhance clinical performance, effectiveness, efficiency, productivity, and compliance.
  • Provide medical guidance to the Operations Team to develop policies pertaining to patient care and other related support
  •    Recommend clinical pathways and participate in the implementation of pathways across
  • Maintain medical operations in compliance with applicable state/local laws, regulations, and policies including clinical compliance with the 19 HRSA/FQHC Program requirements.
  •     Review credentials and delineate clinical privileges for the providers and specialists providing services at Peach Tree
  • Provide necessary and timely communication to the CHO and CEO when issues of patient care, delivery of care, or compliance Develop and implement a corrective strategy.
  • Coordinate and manage functions of medical staff operations such as: provider staffing patterns, appointments and scheduling, departmental rules and regulations, policies and procedures, committees, credentialing and licensing, and provider performance/productivity as necessary to assure appropriate care delivery.
  • Ensure all patient records, charts, and related documentation are properly updated and maintained consistent with laws, rules, regulations, and best practices.
  • Oversee providers' schedules to ensure adequate coverage to accommodate demands for medical services and to maximize utilization of organizational resources.
  • Oversee all medical provider training programs in conjunction with the Human Resources department. Oversee all provider clinical educational and licensure requirements in conjunction with the Human Resources Department.
  •    Provide advice and counsel to all clinical personnel on matters related to clinical care, clinical quality, patient grievances, and

related issues. Minimize risk and exposure to the organization by monitoring trends, managing issues, coaching staff, and ensuring compliance with all clinical protocols and guidelines.

 

Design, Implementation, and Monitoring of Medical Education Programs

  • Programs which must be approved and monitored through the Chief Medical Officer include: medical student rotations, resident training programs, nurse practitioner/physician assistant programs, etc..
  • Identify and train appropriate provider preceptors; develop clinical evaluation forms, techniques, etc… to assess and improve trainee
  • In conjunction with other medical and general staff, develop and design new medical education rotations or experiences as appropriate to Peach Tree Health patient needs.
  • Provide leadership and support to the development, implementation and evaluation of clinical practice guidelines for use in Peach Tree Health practice settings as indicated.
  •    Develop Advance Practice Clinician educational series as indicated based on organizational need or

 

Medical Department Operations and Finance

  •   Collaborate with CFO and COO to develop and direct the organization’s budget activities in the Medical
  •   Analyze operations to determine areas of potential program improvement, policy change, or cost reduction as
  • Direct, plan, or implement policies, objectives, or activities to ensure smooth service delivery, and to increase patient access as indicated.
  • Participate in new provider recruitment, onboarding and training efforts. Interview to select top talent, matching Medical Services needs with appropriate skill
  • Create and maintain a satisfying workplace that fosters professional growth and job satisfaction for all members of the Medical Services team.
