What are the responsibilities and job description for the Residential Services- Manager position at Peak Community Services?
Managers provide direct and indirect supervision to Coordinators and Direct Support Professionals supporting consumers with medical and/or physical and developmental disabilities. Managers work under the direction of a Program Director to ensure that programming needs, by various regulatory agencies, are carried out by Coordinators and that services provided enrich the lives of our consumers. We do this with an emphasis placed on creating an environment that encourages the consumers to experience a full life directly related to our mission of "Creating Opportunities/Supporting Success".
Managers ensure the array of services and supports coordinated with applicable BDDS, Independent Case Managers, ICF/MR, Waiver, families, guardians, persons served and other regulatory agencies. The Manager is responsible for ensuring services and supports are in compliance with prescribed standards.
QUALIFICATIONS: Bachelor's degree in a human service field preferred, plus at least one year of experience working with individuals diagnosed with intellectual disabilities in a residential setting and ICF/MRs. Must have a minimum of one year of supervisory experience. Knowledge of Medicaid eligibility filing and guidelines. Must possess excellent communication skills both written and oral, and strong teamwork skills. Must be able to work a flexible schedule, including some evenings and/or weekends, to meet the training needs of staff. Maintain a valid Indiana driver's license, insurance on personal vehicle (minimum of PLPD with Medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier. Must possess and maintain reliable transportation that meets state requirements for transporting persons served. Possess and maintain a clear criminal record as required by Medicaid Waiver regulations.
Manger must have the ability to analyze, prioritize, delegate, coordinate and provide the needed follow up. Additionally, must have the ability to develop and maintain positive working relationships with the individuals receiving services, employees, other agencies and the general public.
RESPONSIBLE TO: Director of Residential Services
GENERAL RESPONSIBILITIES: Provide day to day monitoring of Residential Waiver sites and Supervised Group Living program. Ensure that all assigned programs are in compliance with all state and federal regulations.
ESSENTIAL FUNCTIONS:
1. Develop needed training for Coordinators and Direct Support Professionals to ensure quality programming.
2. Monitor compliance with organizational standards and licensing requirements.
3. Assist as needed in conducting investigations, monitor and resolve risk management or any other concerns.
4. Analyze trends, training needs, current supervisory issues related to incident reports.
SPECIFIC RESPONIBILITY:
1. Supervise Community Living, Family Services and Supervised Group Living Program Coordinators and 24-hour Waiver sites and coordinators.
2. Coordinate staff hiring, training and scheduling of staff with program coordinators.
3. With program coordinator's input, evaluate the direct support staff's performance at 90 days, annually, and as needed.
4. Audit and sign staff time and mileage sheets to ensure that schedules are followed and time sheets are accurate.
5. In conjunction with Program Coordinators, track and document all required BQIS and agency mandated general trainings for the Residential Services staff.
6. In conjunction with Program Coordinators, schedule monthly Emergency Drills, and maintain the database of Residential Emergency Drills.
7. Conduct monthly Residential Coordinator staff meetings, and update the staff on department changes and upcoming agency events. Attend monthly house meetings at all SGL sites
8. Assist in planning and preparation of annual budget, monitor program expenditures and evaluate cost effectiveness of programs.
9. Develop with program coordinators an annual in-service plan for all Direct Support Professional staff and ensure 24 hours in-service training per year, including team meetings and required training.
10. Ensure that consumers are securing appropriate entitlement benefits per designated staff, - Medicaid re-determination, Social Security information provided if requested, or other assistance as needed.
11. Assist in admission process for all new consumers as necessary.
12. Review financial information on a monthly basis per Financial Procedures.
13. Ensure that goals and objectives for residential services clients are being followed. Ensure that program services are being delivered on an ongoing basis per NOA, thus ensuring active treatment to those consumers within that program area.
14. Monitor standards and ensure compliance. Including, but not limited to, - BDDS, DDRS, CARF, ICF/MR.
15. Participate in ISP development with interdisciplinary team if appropriate.
16. Ensure that all reportable incidents are reported via the state incident reporting process and that appropriate follow up is provided to those reportable incidents.
17. Assist in maintaining and performing quarterly audits on required files and records.
18. Serve as liaison with families, professional consultants, and if appropriate, the Bureau of Developmental Disabilities Services field staff.
19. Monitor budgets and provide feedback to Coordinators regarding compliance to assure proper funding sources are accessed and services occur as stated in plan meetings and are at maximum usage:
a. 98% usage of approved hours for all Waiver Residential Services
b. 85% usage of all approved Waiver Day Service
c. 95% usage for Community Support Budgets
d. 85% usage for Nursing Facility Budgets
e. 50% usage for Respite Services
f. Maintain 90% occupancy within group homes
g. 100% usage for SEFA clients
20. Provide direct client support as necessary.
21. Respond to crisis intervention situations and be responsive to on-call situations as required.
22. Participate as required in annual updating of Policy/Procedure and Standard Operations Procedure manuals.
23. Other duties as assigned that relate to above designated responsibilities.
