Job Overview
Responsibilities:
Report to the Chief Operating Officer and support the Enterprise Contracts and Licensing (ECLS) Division. Develop and/or review statement of work (SOW) or statement of requirements (SOR) for Information Technology procurements; Liaise with Chief Information Officers (CIO’s) and IT leads to assist with requirements gathering. Serve as the coordinator for gathering cross agency requirements to develop acquisition strategy for hardware/software procurement. Have knowledge on procurement processes (DCMR 27, PPRA, and FAR) and documents. Responsible for reviewing and administering IT and Telecom Contracts, purchase requests for completeness, accuracy, and compliance with District and agency policies and procedures. Translate technical and/or complicated information into clear, concise documents and proofreads documents for accuracy. Works with technical experts to improve document quality and usability. Maintains the internal documentation library, provide and/or coordinate special documentation services as required, and manage and coordinate special projects and/or vendors.

Experience:
- developing and writing requirements for the IT Procurement: 6 years (Preferred)
- research, outlining, writing end-user documentation: 6 years (Preferred)
- writing user's manuals, training materials, proposals: 6 years (Preferred)
- proofreading documents for accuracy. (i.e SOP's, MOUs): 4 years (Preferred)
- developing requirements for IT Service Management: 4 years (Preferred)
- proofreading and editing technical SOW, SOR for IT contracts: 4 years (Preferred)
