We're looking for a results-driven and focused Capital Program Technician to deliver the highest coordination support to PEMCCO's client in Baltimore, MD on a full-time basis. Minimal local travel can be expected for the successful candidate.
Essential Functions
- Issue certification for payment of invoices.
- Perform detailed review of invoices, ensuring that invoices comply with documented provisions.
- Evaluate payroll rosters, ensuring updates and rate increases comply with documented requirements.
- Communicate directly with project members to identify errors such as calculation mistakes, missing documentation, and non-adherence to stated requirements, etc.
- Communicate directly with project members to ensure invoice corrections are made accurately and timely before payments are issued.
- Review and verify that reimbursement requests comply with rules and regulations outlined by the Agency.
- Meet with applicable divisions and departments to review and address the discrepancies associated with invoices.
- Responsible for financial activities related to assigned divisions.
- Review and verify overhead audit adjustments submitted by partners for contracts of assigned divisions.
- Coordinate and train accounting staff regarding the mission of assigned divisions.
- Maintain and update documents in ProjectWise, including spreadsheets, price proposals, Notice to Proceed letters, etc.
- Work with Agency Managers and Chiefs for invoice approvals

Required Education and Experience
- High school diploma or equivalent
- Two (2) years of related experience in a professional office setting
Additional Eligibility Qualifications
- Proficient in computer application software, including but not limited to Microsoft Office and Adobe Acrobat
Preferred Education and Experience
- Associate Degree from a nationally accredited college or university in any of the following areas of study: Business Administration/Management, Liberal Arts, English, Communications, or a similar course of study.
- Five (5) years of related experience in a professional office setting
- Experience with computer programs such as ProjectWise
