Job Summary :
The Central Maintenance Supervisor is responsible for delivery and assurance of Maintenance execution activities within : Automotive / Garage / Dispatch :
Manage Preventative and Reactive Maintenance on both Refinery and Chemical vehicle assets including maintenance support equipment (i.e., cranes).
Manage site fueling island and bicycle distribution / repairs. Responsible to allocate Maintenance and Fueling costs to asset owner / user. Responsible for Dispatch services for moving equipment around the site. Monitors the authorized offsite drivers and vehicles and communicates with our insurance for changes or incidents.
HEO (Heavy Equipment Operations) : Responsible for coordinator and deployment of both company owned and 3rd party crane and rigging assets in support of Maintenance Execution activities. Responsible for being the site Lifting subject matter expect to deliver goal 0 performance in all site lifts.
RWG (Roads, Walks, and Grounds) : Responsible for maintaining all site building, roads, vegetation, structural civil and industrial services, including the onsite wash pad.
Machine Shop : Work with Discipline Technical support to determine appropriate repairs, ensuring the MOC process is followed, and escalate as necessary. Communicate with all proper stakeholders on status of repair, react to dynamic changing priorities and adjust resources as needed. Balance workload of internal machine shop work with outside shops to ensure cost-effective, efficient, and quality repairs. Provide proper training / development to both crafts and staff to ensure a qualified workforce.
Weld Shop : Manage all site welding needs, including shop work, field work, and drafting. Leverage outside shop resources when necessary to balance workload inside the shop and manage all contractor field welding resources for the site. Coordination of RV external shipments for repairs.
The role ensures safe, efficient, and quality scoping, planning, and execution of both the daily maintenance schedule and emergent execution activities.
Dimensions :
The Central Maintenance Supervisor role has 6 direct reports consisting of Maintenance Team Leads and a Lifting Specialist. The Central Maintenance organization is supported by 25 Pemex crafts and 100 contractor support crafts. The role is a key member of the Maintenance Leadership team who collaborate to set consistent direction and practice across the 6 Maintenance areas within the Pemex Deer Park Refinery. Leadership, adaptability, communication, and stakeholder engagement are critical skills for this position.
Accountabilities and Responsibilities :
- Accountable for direct staff of 6 along with 125 crafts consisting of company and contractor crafts.
- Oversee $25MM annually in maintenance and services spend.
- Manage a $15MM direct operating budget.
- Manage a represented workforce within the Pemex company crafts.
- Knowledge and implementation of the Pemex / USW Collective Bargaining Agreement (CBA).
- Main focal point for interaction with the Unit production managers, Field Maintenance Supervisors, OMC’s and other stakeholders in Execution of assigned Maintenance responsibilities.
- Resource optimization amongst peer Maintenance Supervisors.
- Lead multi-discipline teams in scoping, planning, and execution of field maintenance activities.
- Development and tracking of monthly performance metrics.
- CBL (Category Business Lead) responsibility for Central Maintenance category and delegate for numerous onsite service companies and outside repair service facilities.
- Ensure all compliance activities are completed, or deferred, by assigned due date.
- Zone Store : works with the warehouse to ensure appropriate stock of materials is available for maintenance needs.
- Quality : Manage all aspects of repairs at outside service facilities with short term emphasis of assurance and improving quality. Coach outside service facilities through causal learning mindset to identify root cause of quality issues and implementation of sustainable improvements.
