Open Position: Appraiser Trainee
Full Wage Range: $3,106.55 – $3,923.14 per month
Hiring Range: $3,106.55 – $3,491.12 per month DOQ
Benefits include: Eligibility for medical, dental & vision insurance, HRA VEBA and/or HSA, PERS retirement plan options, life insurance, long-term disability, paid holidays, paid vacation, and paid sick leave, time-based step increases. Paid twice per month on the 10th and the 25th of each month.
JOB SUMMARY: This is a training position for the propose of appraisal of residential property or land appraisal and new construction. Defend all appraisals before the County Board of Equalization. Defend all appraisals before the State Board of Tax Appeals. Explain appraisals and appraisal methods to the public. This position works cooperatively and effectively with the public and other employees. This position is non-exempt and subject to a collective bargaining agreement.
Upon certification (12 months) this position will move into Appraiser I at a Step 1 wage rate.
SUPERVISORY RESPONSIBILITIES: None
ESSENTIAL FUNCTIONS:
- Under direct or general supervision, inspects real property or inspects and investigates building permits for determining fair market value
- Appraise urban, rural, mobile home and commercial properties for tax assessment purposes (physical inspection of each site).
- Inspect buildings and improvements to obtain basic data for use in determining correct values (physical inspection of each site).
- List all real property subject to taxation, determine appraised values and calculate assessed values.
- Meet all office, RCW and WAC deadlines relating to assigned appraisal work.
- Enter values, New Construction, Destroyed Property and BOE in the PACS computer software system and maintain applicable records.
- Complete weekly work report and turn in to Assessor.
- Maintain and update computer data.
- Answering telephones and assisting the public at the counter answering questions concerning ownership, property boundaries, etc.
- Provide assistance to the public in locating parcels on maps, explaining different documents and answering questions.
QUALIFICATIONS:
- High school diploma or equivalent
- Proven ability to read, speak and write the English Language
- Must have Washington State Accreditation for Real Property Appraisal or the ability to acquire within one year of employment
- Must pass USAP within allotted time. Must be USPAP compliant at all times
- Possess a valid driver’s license
- Physical ability to hike long distances over rough terrain and work in harsh weather
- Ability to operate a 4-wheel drive vehicle in off-road situations under difficult situations
- Computer and office equipment experience
- Good mathematical skills, ability to apply concepts of basic algebra
- Excellent public relations skills
- Must successfully pass a background and driving record check.
WORKING CONDITIONS:
This job classification works in an office environment, drives in a variety of weather conditions to inspection sites and spends time physically assessing property, or walking and driving through timber and other undeveloped terrain. This position requires lifting and carrying work materials (card trays, maps, etc) weighing up to 50 pounds. Stressful situations may arise when dealing with hostile property owners. There are potentially dangerous situations that occur when traveling in remote areas, when inspecting construction sites or when there may be illicit use of land involved. At times, there may be some exposure to vicious animals. In any of the above situations or any other situations you deem unacceptable, you may request another appraiser to accompany you to the inspection site. Because of the nature of this position, duties must be performed during regular hours within the department (no telecommuting).
