What are the responsibilities and job description for the Housing Director position at Pender County Government?
Performs difficult skilled technical work planning, directing, coordinating and supervising assisted housing programs, services and staff, serving as property manager, ensuring compliance with County, state and federal regulations, overseeing the preparation and maintenance of required reports, records and files, and related work as apparent or assigned. Manages Pender County's Homelessness Prevention and Rapid Re-Housing Program, and facilitates a variety of affordable housing opportunities and programs for Pender County citizens, including but not limited to USDA-Rural Development, Community Development Block Grant, Housing Finance Agency, Habitat for Humanity, WARM and other housing agencies or advocates. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.
Bachelor's degree with coursework in social services, business administration, or related field and extensive experience in assisted housing management including considerable supervisory experience, or equivalent combination of education and experience.
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires walking and repetitive motions and occasionally requires standing and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a very quiet location (e.g. park trail, storage or file room).

Reasonable accommodations may be made to enable individual with disabilities to perform the essential functions.- Manages the Section 8 Housing Voucher Program; provides property management services for apartment complex; oversees low-income tax credit property.
- Determines client initial and ongoing eligibility; mediates and resolves conflicts between staff, landlords and tenants; conducts grievance hearings or court proceedings as necessary.
- Manages the Homelessness Prevention and Rapid Re-Housing Program.
- Facilitates and manages other affordable housing program and funding opportunities such as through USDA Rural Development, Housing Finance Agency, Community Development Block Grant, Habitat for Humanity, WARM, and others.
- Facilitates the Pender Housing Initiative Board meeting; serves on various boards representing housing and County.
- Constructs resolutions and annual budgets; prepares budget ordinances; compiles bids for housing projects; monitors expenditures; assists with annual audit; prepares and implements agency policies through Annual Administrative Plan and Five Year Plan.
- Completes a variety of reports; produces annual newsletter; researches and applies for various grants.
- Prepares reimbursement of housing assistance payments to landlord and utility agency.
- Conducts workshop, community and tenant education classes.
- Assists in the recruitment and selection of department personnel; assigns, directs, inspects the work of and evaluates the performance of subordinates; counsels, coaches and trains department personnel; recommends transfers, promotions, demotions, suspensions and terminations.
- Manages apartment complex and low-income tax credit property; maintains emergency call line; conducts periodic unit inspections; advises and approves of maintenance work orders deeded; conducts tenant meetings; advertises for vacancies and updates policies.

Possession of or ability to obtain Section 8 Housing Manager and Housing Quality Specialist certification within one year of employment.
