Job Purpose and Summary
This policymaking and advisory position is responsible for directing the Pennsylvania Turnpike Commission’s (PTC’s) comprehensive Human Resource (HR) Services program which includes Talent Acquisition, Payroll, Compensation, Benefits, Insurance, Employee Relations, and Talent Development. Work involves focusing on enhancing culture, driving HR excellence, attainment and retention of high-quality talent, and ensuring compliance with governmental laws/regulations. Work is performed with a high degree of independence, discretion, and judgment. Supervision is exercised over managerial staff engaged in various HR functions.
Essential Functions & Responsibilities
- Directs, plans, and organizes HR Services staff functions and objectives, including management, delegation of work assignments, and evaluation of work performance. Provides leadership and direction to a team of HR managers and professionals.
- Develops and implements HR strategies and initiatives that align with organizational goals and objectives. Develops and monitors the annual HR Services department business plan and budget.
- Directs Talent Acquisition activities, including job postings, recruiting, interviewing, candidate selection, placement, and onboarding. Ensures the development and implementation of innovative sourcing strategies to attract top talent leveraging multiple avenues and enhancing the employer brand.
- Directs Payroll functions ensuring the accurate and timely processing of payroll of all employees. Oversees the implementation, upgrade and maintenance of payroll systems/processes to enhance efficiency and accuracy, ensuring system integrity and data security.
- Directs the Compensation Program, including the management of competitive compensation strategies, the salary administration program, position classification, performance evaluations, and organizational structure/design. Ensures and supports market analysis and research to maintain competitive.
- Directs the management of a self-insured comprehensive Benefits Program for all active and retired employees, encompassing medical, prescription, dental, vision, and related plans/programs. Directs the administration of retirement pension plans, deferred compensation, flexible spending accounts, and additional Commission paid and voluntary supplemental insurance packages. Ensures strategies are in place to control expenses while maintaining a quality benefits package.
- Directs Employee Relations activities, including the administration of pre-employment and random DOT drug/alcohol testing, tuition reimbursement, employee assistance programs, and all PTC leave programs.
- Directs the design, planning, and implementation of Talent Development Programs to ensure alignment with the objectives and strategy of the PTC. Collaborates with the senior staff team to assess ongoing and future training and development needs as well as effectiveness of established programs.
- Conducts regular assessments of HR policies and programs to ensure they support the strategic direction of the organization. Ensures adherence with governmental laws/regulations, union bargaining agreements, and other PTC policies.
- Represents the PTC and HR Services Department in meetings, seminars, committees, and other related functions.
- Oversees the development of agendas and coordinates the communication, documentation, and approvals for committees such as Executive Action (EA), Committee on Personnel (COP), Committee on Administration (COA), and Commission.
- Monitors the effectiveness of HR Services initiatives. Meets with senior staff to report and discuss significant issues, key metrics, and trends. Collaborates with senior management to support organizational goals and initiatives.
- Uses situational awareness to anticipate and prevent accidents.
- Performs related duties as assigned.
Qualifications
- Thirteen (13) years of experience in human resources administration; OR
- Nine (9) years of experience in human resources administration AND a bachelor’s degree in human resources, business, or related field.
Equivalent combination of education and/or experience may be accepted.
- Six (6) of the years of experience must be in a supervisory capacity.
- Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

The Commission requires all employees to establish PA residency within 6 months of hire and to maintain PA residency, regardless of Flexible Work Options.
Applicants must be currently authorized to work in the United States on a full-time basis. The Commission will not sponsor applicants for work visas.
This position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments. Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
