You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to.

I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Education must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.

Combination of Experience and Education: I have some specialized experience as described in A but less than one year, and I have some graduate education as described in B but less than 3 years. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. Incumbent Typical Work Assignments May Include The Following:
- Ensures requests for payments are complete, accurate, and conform to all applicable regulations prior to applying the reviewed stamp to document.
- Manages development of traveler profiles, organizational data, budget reports and document flow procedures.
- Coordinates with Training Division personnel regarding unique and changing requirements specific to recruit officer travel to the Federal Law Enforcement Training Center.
- Oversees the setup, implementation and sustainment of the Defense Travel System (DTS) for the Division.
