JOB SUMMARY
The Finance Manager works under the supervision of the Chief Financial Officer (CFO) to help facilitate the financial operations of the Public Housing Authority, ensuring compliance with HUD (U.S. Department of Housing and Urban Development) regulations, governmental accounting standards, and internal policies. This position plays a critical role in assisting the CFO to manage financial planning, budgeting, and reporting, with a specific focus on Capital Fund Program management and HUD’s EPIC (Energy Performance Information Center) system. The Finance Managers assists the CFO to supervise accounting staff, ensure timely and accurate financial reporting, and provides strategic financial guidance to the organization’s leadership.

The Finance Manager must possess knowledge of accounting and financial operations, procedures, and maintain internal controls are in compliance with Agency policies, Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB), Governmental Accounting Standards Board (GASB) standards, and Department of Housing and Urban Development (HUD) guidelines. The candidate is responsible for providing professional-level support to the Comptroller in a variety of areas.
Essential Duties and Responsibilities

Financial managers assists the CFO to ensure that the department follows the financial policies set forth by the financial director.
- Financial Leadership:
- Support the department with oversight of financial operations, including budgeting, reporting, and forecasting.
- Ensure compliance with HUD regulations, GAAP, and GASB standards.
- Serve as a key advisor to the Chief Financial Officer on financial matters, including funding strategies and resource allocation.
- Capital Fund Management:
- Under the direction of CFO, administer the HUD Capital Fund Program, including budgeting, reporting, and compliance.
- Track and manage Capital Fund expenditures, ensuring proper use of funds according to HUD guidelines.
- Prepare and submit required reports, including Performance and Evaluation Reports, in HUD’s EPIC system.
- Monitor and coordinate modernization projects funded through the Capital Fund.
- EPIC System Administration:
- Utilize HUD’s EPIC system for data entry, tracking, and reporting of capital projects.
- Ensure timely submission of Capital Fund budgets, amendments, and closeouts in EPIC.
- Stay updated on HUD changes to EPIC requirements and train staff as necessary.
- Budgeting and Financial Planning:
- Work with CFO to develop and manage the annual operating and capital budgets for the housing authority.
- Monitor budget performance, identify variances, and provide recommendations to management.
- Collaborate with department heads to ensure financial alignment with organizational goals.
- Grants and Funding Oversight:
- Assist CFO to manage federal, state, and local grant funding, including tracking, reporting, and compliance.
- Ensure proper allocation and tracking of restricted and unrestricted funds.
- Provide detailed grant reporting to HUD and other funding agencies.
- Accounting and Audit Oversight:
- Work alongside CFO to supervise the accounting team, ensuring accurate and timely financial reporting, including monthly and year-end closings.
- Oversee the preparation of HUD-required reports such as the Financial Data Schedule (FDS).
- Coordinate and manage internal and external audits, ensuring resolution of findings.
- Policy and Compliance:
- Develop, implement, and enforce financial policies and procedures that comply with HUD regulations and federal/state laws.
- Ensure internal controls are in place to safeguard the organization’s financial assets.
- Stay current with changes to HUD policies, GAAP, GASB, and other financial regulations.
- Team Leadership:
- Support CFO to supervise and mentor accounting staff, including General Ledger Accountant, Accounts Payable, Accounts Receivable, and others.
- Provide training and professional development opportunities to staff.
- Foster a collaborative and efficient financial team environment.
MINIMUM QUALIFICATIONS - REQUIRED
Education, Experience Competencies and Qualifications:
The following competencies, experience and qualifications are required to do this job:
REQUIRED:
- Bachelor’s degree in Accounting, Finance, or a related field (Master’s degree preferred).
- At least 5-7 years of progressive experience in accounting or financial management, with at least 3 years in a leadership role.
- Experience with HUD programs, Capital Fund Program management, and EPIC system administration is required.
- Government or nonprofit accounting experience is highly preferred.
Certifications (Preferred):
- Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM).
KNOWLEDGE, SKILLS, AND ABILITIES
- Advanced knowledge of GAAP and GASB accounting principles.
- In-depth understanding of HUD regulations, including the Capital Fund Program and EPIC reporting requirements.
- Proficiency in financial software systems (e.g., Yardi, Emphasys) and HUD-specific platforms like EPIC and eLOCCS.
- Strong analytical skills with the ability to interpret financial data and make strategic recommendations.
- Excellent communication, leadership, and organizational skills.
- Ability to work collaboratively with staff, stakeholders, and government agencies
SOFTWARE AND APPLICATIONS
A working knowledge of Excel spreadsheets, graphs and charts are required.
Basic office operations, including, but not limited to, Word Processing, PowerPoint, OneDrive, SharePoint, and Microsoft Teams, Adobe Pro and various accounting, property management and grant management software.

PHYSICAL DEMANDS
