Term of Employment: 12 Months - Start Date 7/01/2025 (Subject to availability and negotiations)
Salary Classification: Administrative Salary Schedule 


Job Summary
The Chief Financial Officer (CFO) serves as a key member of the executive leadership team, providing strategic and operational direction for the financial and business services of the district. This position ensures fiscal responsibility, compliance with federal, state, and local regulations, and alignment with the district's mission and goals. The CFO oversees budget preparation and monitoring, financial performance, and resource allocation to support student success, facility needs, and operational excellence.

Leadership and Financial Management
  • Provide leadership, supervision, and evaluation of Business Services staff.
  • Develop, implement, and monitor the district budget, ensuring alignment with strategic goals and compliance with federal, state, and local regulations.
  • Oversee financial operations, including cash flow management, revenue forecasting, and fund allocation.
  • Serve as a strategic advisor to the Superintendent and Governing Board on matters related to fiscal health, resource planning, and financial trends.
  • Facilitate bond and override elections in collaboration with Maricopa County Elections.
  • Act as a registered lobbyist to keep the Superintendent and Governing Board informed of legislative actions impacting the district.
Operations and Compliance
  • Direct procurement processes, including bidding, contract negotiations, and vendor relations, in compliance with Arizona Administrative Code and Revised Statutes.
  • Supervise the management of property loss, liability, and worker’s compensation plans.
  • Represent the district in interactions with insurance providers, attorneys, and other external entities.
  • Ensure district-wide compliance with HIPAA privacy and security standards as the designated officer.
  • Develop internal controls and operational processes to maintain fiscal integrity and accountability.
Strategic Planning and Collaboration
  • Provide leadership and recommendations regarding school facility needs, acquisition of property, and maintenance.
  • Collaborate with internal and external stakeholders, including city and local government agencies, to support district initiatives and intergovernmental agreements.
  • Participate as a key member of the Superintendent’s Council, contributing to strategic planning and organizational decision-making.
  • Develop and maintain relationships with senior management, external partners, and stakeholders to promote community engagement and resource stewardship.
Policy and Governance
  • Facilitate reviews and updates of Governing Board policies related to Business Services.
  • Attend Governing Board meetings, preparing and presenting financial reports and recommendations.
  • Serve as a resource for district staff and a liaison between the district and external organizations.
Other Responsibilities
  • Research and analyze financial data, economic trends, and regulatory changes to guide decision-making.
  • Prepare reports, proposals, and presentations for the Superintendent, Governing Board, and other stakeholders.
  • Perform additional duties as assigned to ensure effective and efficient district operations.
 


Knowledge and Skills

Knowledge of:
  • Federal, state, and local statutes, rules, and regulations affecting school district operations.
  • Public sector accounting, budget management, and audit procedures.
  • Property loss, liability, and worker’s compensation processes.
  • Financial systems, grant management, and procurement practices.
  • Current trends and best practices in school finance and business operations.
Skills in:
  • Leadership, strategic planning, and organizational management.
  • Developing and administering budgets.
  • Analyzing complex data and financial reports.
  • Negotiation, conflict resolution, and effective communication.
  • Using technology and software for financial reporting and analysis.
 


Minimum Qualifications
  • Master’s degree in a related field.
  • Five years of experience in school district administration, including finance.
  • Demonstrated knowledge of school finance laws, regulations, and requirements.
  • Arizona administrative certification preferred.
OR any equivalent combinations of experience and education from which comparable knowledge, skills and abilities have been achieved.  

Other Requirements
  • Ability to pass a fingerprint and background clearance check.
  • Valid Arizona driver’s license and the ability to travel as required.
  • Flexibility to work outside normal business hours as needed.
