Perikin Enterprises is seeking a Financial Management Analyst for a position at Arnold Engineering Development Complex (AEDC), Arnold AFB, TN. Perikin is headquartered in Tullahoma, TN and provides management, engineering, and environmental services for the Department of Defense (DoD), Department of Energy (DoE), U.S. Army Corps of Engineers, and other organizations. This position is in support of Perikin's contract to provide engineering services; program, project, financial, and information management; and administrative support to the Test Resource Management Center's (TRMC) High Speed Systems Test (HSST) program and Central Test & Evaluation Investment Program (CTEIP) Program Management Office (PMO) located at AEDC. The HSST program develops new technologies to improve test and evaluation (T&E) of high speed and hypersonic systems. CTEIP executes projects to advance and integrate those technologies into the DoD's Major Range and Test Facility Bases (MRTFB). These missions are executed by entering into agreements with DoD, NASA and DoE organizations and letting contracts to private industry and universities. The projects executed across the US under the HSST and CTEIP programs will transform America's hypersonic T&E capabilities.
This position is currently eligible for a hybrid work schedule.
PRIMARY JOB DUTIES
- Support the Government and PERIKIN project managers and engineers in the execution of project management processes.
- Generate and maintain accurate financial records for various acquisitions throughout the entire acquisition life cycle.
- Tracks obligations and expenditures for Government programs and projects.
- Provide financial information in the execution of Government mission objectives and assist in the future development of new acquisitions for various mission partners.
- Program and project level financial management of high value, multiple contract types.
- Assist with the formulation of budget requirements and assisting in the development of execution plans in accordance with Government programmatic requirements and technical objectives.
- Directly interfacing with project managers, project coordinators, engineers and other staff as well as supporting project workforces to cost performance against project goals.
- Work with internal and external executing organizations to receive accurate and timely financial data.
- Assisting with the development of Independent Government Cost Estimates (IGCEs).
- Assisting Mission Partners with navigating internal financial policies and procedures and coordinating time-sensitive interagency agreements (IAAs) and intra-governmental financial agreements (e.g., 7600a).
- Assisting Mission Partners with preparing draft Military Interdepartmental Purchase Requests (MIPRs) and other agency funding documents; advising Mission Partners clients on MIPR or other agency funding instructions; reviewing MIPRs and other agency funding documents for errors and omissions; and providing Mission Partners with accurate financial document revisions in accordance with FEDSIM’s financial policies and procedures.
- Coordinating with the Government Financial Management Division in producing funding packages for signatures and internal processing.
- Engaging in project execution to assist in early identification of programmatic issues, and overseeing the development of corrective action plans.
- Instilling excellent financial management practices and the development of project team skillsets.
- Support the preparation of program status reports and briefings to include monthly reports, Program Management Reviews and other special briefings for senior leaders.
- Communicate with senior management regarding financial status of specific projects.
- Maintain excellent communication and coordination with Government personnel.
