POSITION SUMMARY: The HSE Manager will recommend strategic direction and implement plans based on recent safety audit results, and will ensure that our policies and programs meet legislated requirements. Responsibilities will include training employees in safety management best practices, assisting with hazard identification and the development of safe work procedures, identifying, developing and delivering safety training supplements, providing day-to-day guidance and advice. The HSE Manager will also be responsible for providing field support for the safety requirements of significant projects.
ESSENTIAL JOB FUNCTIONS:
- Implement safety practices, policies and plans of the company.
- Provide necessary training, leadership, organization and control to meet the company's goal of zero injuries.
- Accept full authority to take any necessary action to maintain overall safe practices and procedures, including the authority to cease an unsafe operating procedure.
- Implement information flow and data publications to ensure each level of management is properly informed of all activities relative to compliance with company safety policies and bulletins.
- Ensure all equipment and buildings owned or operated by the company comply with safety and fire regulations and any other State or Federal regulations.
- Instruct workers and monitor performance.
- Observe equipment and property conditions and report discrepancies to appropriate managers.
- Orientation of new employees with safety instruction including, but not limited to Dangerous Goods, driver, warehouse, maintenance personnel education, and any other employee working for Perma-Pipe.
- Monitor and measure effectiveness of all safety programs and documentation required as part of compliance with OSHA and EPA documents as required.
- Develop a team from within the company to ensure safety and compliance is observed at all levels.
- Develop manuals, policies, and procedures for training and safe work practices to be approved by the Safety Manager and then implemented.
- Conduct accident investigations as necessary to assist with liability determination and causes, including resolution of open claims.
- File requests for accident evaluations, ensuring unpreventable accidents are recorded as such wherever applicable.
- Observe all company rules, policies and procedures with regards to OSHA and EPA.
- Provide advice and counsel to management and other employee groups on a broad range of occupational safety issues and decisions.
- Design and write safety standards to conform to industry standards as necessary for federal, state, and local regulations.
- Basic understanding of Workman's Compensation and claims management.
- Performs other duties/ projects as assigned or as required by the position.
WORKING RELATIONSHIPS/REPORTING:
Interacts with management, colleagues, visitors, government agencies/personnel. Reports to Plant Manager
JOB REQUIREMENTS:
EDUCATION:
- Bachelors Degree or equivalent in related field
- ASP, GSP, CHSC or MSO a plus
EXPERIENCE:
- 5 years experience as a Safety Manager, or equivalent education and experience combined
- Experience in research, analysis, interpretation and implementation of safety regulations, standards, and best practices
- Understand and have complete knowledge of all Federal and State, laws, and regulations pertaining to safety codes and OSHA standards
- Direct experience assessing training needs, creating training materials to fulfill those needs, and then delivering the training
