Title : Manager, Government and Public Affairs (New Mexico and Colorado) Location : USBasic Function HF Sinclair is seeking a Manager, Government and Public Affairs (New Mexico and Colorado). In this role, you will work closely with Government Affairs and refinery management to develop and execute government and public affairs strategies to further overall company objectives. You will also lead in strategic stakeholder engagement efforts, rulemakings, crisis / incident response and development of applicable messaging to local communities, government officials and key stakeholders.Job Duties Develop and grow relationships with lawmakers and agency staff in New Mexico and ColoradoSupport facility operations by engaging with local external stakeholders (city and county officials, NGOs)Identify legislation that impacts the liquid fuels industry in New Mexico, Colorado and other markets as neededParticipate in regional and statewide trade associations and chambers of commerceTrack and engage in the rulemaking processes in New Mexico and ColoradoMeet with lawmakers at the State Capitol and articulate HF Sinclair’s public policy positionsTestify in front of relevant legislative bodies and participate in interim committee hearingsSupport Vice President of Government Affairs with federal and state advocacy as neededManage contract government affairs staff in New Mexico and ColoradoParticipate and lead HF Sinclair’s Political Action Committee events and fundraising effortsSupport local charitable and community engagement effortsSupport corporate and site communications team as neededServe on the refinery leadership teamExperience A minimum of five years industry and specialty related experience is required. A minimum of a Bachelor's Degree in scientific discipline, Government, Public Policy, Law, Communications, or a related field is required.Required Skills Deep understanding of legislative and regulatory processesExperience developing policy analysis and strategyPossess strong relationships with key stakeholders (oil and gas industry, NGOs, government)Preference for candidate with experience in carbon policy and / or downstream refiningRole is based in New Mexico – preference for candidate with work history in the stateWork Conditions Office based with up to 33% travel by land and air required.
