The Senior Engineer, Process Safety will be based in Houston, TX and will advise on all matters related to the process safety in design within E&C projects. The Senior Process Safety Engineer is part of a multi-discipline Engineering Team providing oversight for project design, project permitting, construction, commissioning, start-up, and operations support after handover for projects managed within the E&C Department. This person will also be responsible for providing process safety support to Corporate Health and Safety under direction of the Process Safety Lead.
Possesses in-depth knowledge of process safety for gas processing, natural gas and LNG (or other cryogenic hydrocarbon liquids) transportation and storage. Familiar with the hazards of hydrocarbon processes and the methods used to keep process facilities safe. Knowledge of applicable codes, standards, and regulations and their implementation in facility design. Knowledge of Process Hazard Analysis including HAZID, HAZOPS, LOPA and facility siting studies. Knowledge of applicable federal and state regulations, engineering codes, and standards regulating the design and construction of LNG Plants and facilities.
Under supervision of the Process Safety Lead the Senior Process Safety Engineer will have the following responsibilities:
1. Provide process safety engineering support and technical assurance for the design of LNG projects preferably through the full life cycle of the project to EPC including as needed support to construction, commissioning, start-up, and operation of the LNG plant and/or new process units installed in the facility.
2. Operate as a senior contributor in process safety that is consulted and contributes to ensure alignment with industry best practices relating to technical safety and process safety engineering and risk management across all facilities.
3. Identify, maintain, and implement industry good practice and standards with respect to formal process safety assessment techniques that are fit for purpose for the company.
4. Responsible for developing and updating Process Safety standards and procedures.
5. Responsible for working with key decision makers and corporate strategy to ensure compliance with regulations and Company standards.
6. Responsible for reviewing, commenting and approval of Contractors/Licensors’ Health and Safety related documents (i.e., specifications, studies, diagrams etc.) for corporate projects.
7. Provide guidance on all process safety management elements such as MOC, PSSR, PHA, and process design.
8. Responsible for serving on PHA teams, facilitating and providing process safety support through participation in Process Hazard Analysis and studies, HAZIDs, HAZOPs, LOPAs, facility siting studies and pre-start-up safety reviews.
9. Support regulatory and environmental departments in preparation and submittal of resource reports for timely project permitting requirements and provide technical and regulatory recommendations to the project to address FERC and PHMSA conditions/ comments and fulfil their requirements.
10. Responsible for providing interpretation related to process and personnel safety requirements in engineering standards such as ASME, AFPM, NFPA and API.
11. Responsible for maintaining process safety/safety engineering aspects within the Cheniere Integrated Management System.
12. Responsible to interface with Engineering teams to provide process safety support to Cheniere projects.
Education and Certifications:
Bachelor’s Degree in Process Engineering or other Engineering Discipline. Maintain valid certifications and training required to support job functions as applicable.
Experience: Seven (7 ) years in Process Safety Management for hydrocarbon processing or petrochemical infrastructure facilities.
