Job Summary
Under the general supervision of the Public Utilities Director, assist in implementing the City's Storm Water Management Program and maintain compliance with permit requirements. The Environmental Specialist is responsible for performing various job functions within the Public Works Department to maintain compliance with Pflugerville's Storm Water Management Program, the Texas Pollutant Discharge Elimination System (TPDES) permit, the Total Maximum Daily Load (TMDL) Program, and other environmentally related or miscellaneous tasks as assigned.
Essential Job Functions And Other Important Duties
Formal Education: Bachelor's degree with major coursework in environmental science, chemistry, biology, microbiology or related field.
Relatable Work Experience: Three (3) years of experience with environmental inspections, permitting, enforcing regulations, and sampling for testing associated with storm water programs, as well as air, soil, water, hazardous waste, and materials.
Training, Licenses, and Certifications: Certified Professional in Erosion and Sediment Control or Certified Professional in Municipal Stormwater Management is required or ability to obtain certification within 6 months of hire. Valid Texas Driver's License.

One year of full-time experience is define as 30 or more hours worked per week for 12 months. Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements
Knowledge of proper safety practices and procedures and regulations applicable to work being performed.
Knowledge of word processing, spreadsheet, and database computer software; ability to operate computer and other standard office equipment.
Skill in utilizing a personal computer, associated software programs, including Windows and Microsoft Office applications.
Strong Analytical, Interpersonal, Written And Oral Skills Required.
Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.
Ability to utilize a variety of advisory data and information, such as city codes, federal and state statutes, zoning maps, and code enforcement books, site plan approvals, and subdivision plats.
Ability to coordinate multiple tasks and deadlines.
Ability to operate assigned City vehicle in accordance with safe and effective driving practices.
Subject to sitting and standing to perform essential functions in an office environment and outdoor environment.
Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment.
Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
Frequent stooping, bending, kneeling, reaching overhead, and lifting between 25 and 35 lbs.

- Responsible for implementing and enforcing the Pflugerville's Storm Water Management Program to maintain compliance with General Permit.
- Conduct and log daily construction site inspections for all private development and Capital Improvements Program (CIP) projects within the City of Pflugerville. Participate in preconstruction meetings, initial site inspections and Stormwater Pollution Prevention Plan (SWPPP) review.
- Investigate illicit connections to the City of Pflugerville Municipal Separate Storm Sewer System (MS4), adjoining water bodies and storm sewer system and eliminate such discharges from public, private and municipal facilities.
- Coordinate activities between City departments related to the storm water permit and Storm Water Management Program.
- Implement public education and awareness in coordination with the City's Public Information Office.
- Respond to and investigate environmental related complaints.
- Maintain accurate records and log of inspections; represent the City in court cases and hearings, if necessary.
- Attend various external environmental related meetings, seminars and workshops on behalf of the City.
- Document and report compliance with Pflugerville's Storm Water Management Program, the Texas Pollutant Discharge Elimination System (TPDES) permit, the Gilleland Creek Total Maximum Daily Load (TMDL) Implementation Plan, and other environmentally related programs when assigned.
- Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
- Assist in review of private development and CIP construction plans for compliance with City codes, Section 404 Permit Program issues and storm water best management practices (BMP), as well as review of Storm Water Pollution Prevention Plans.
- Other duties as assigned.
