This position is a member of our Air Quality Division.
HERE’S WHAT YOU’LL BE DOING...
- Oversee, develop, assess/evaluate and conduct highly complex fiscal monitoring of contracts and grants for the Air Quality Division of the Office of Air (OA) of the TCEQ.
- Coordinate and serve as a liaison with other agency staff (Legal, Procurements and Contracts, Accounts Payable and other offices within TCEQ) in the development of contracts and grants, including amendments, and payment processing.
- Provide guidance to division/agency staff regarding contract administration, policies, and procedures. Assist with the development of contract and grant administration policies and procedures.
- Oversee the AQD contract billing process and resolves discrepancies by defining causes and recommending appropriate corrective actions. Oversee the development of highly complex technical-related contracts and grants to include Request for Proposals (RFP), Proposals for Grant Activities (PGA) and Work Orders (WO). Assist with the bid evaluations and awarding of contracts to vendors.
- Maintain agency’s Central Accounting and Payroll/Personnel System (CAPPs) for the division, contract tracking spreadsheets and division records/files related to contracts and grants.
KEY QUALIFICATIONS
- Experience developing agency contracts/grants, proposals for grant activities and work orders.
- Experience entering/tracking financial information using the Centralized Accounting and Payroll/Personnel System (CAPPS) and/or other budget tracking system(s).
- Experience interpreting data/guidelines of the Uniform Grant Management Standards (UGMS).
- Experience auditing invoices against contract documents
EDUCATION & EXPERIENCE QUALIFICATIONS
- Graduation from an accredited four-year college or university plus one year of fulltime experience in contracting or purchasing.
OR
- Five years of full-time experience in contracting or purchasing.
Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contract Specialist III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist III series.
