Electronic Health Records (EHR) Systems Manager Job DescriptionPhiladelphia FIGHT is a leading Federally Qualified Health Center with multiple clinical sites, providing access to state-of-the art, culturally competent primary care, advocacy, social services, consumer education, and outreach for all patients in need, regardless of HIV status or insurance status. Each clinic has a unique focus, these include primary care for People Living with HIV, primary care for individuals returning from incarceration, primary care for pediatrics, adolescent, and young adults, primary care for people experiencing homelessness, primary care for injection drug users, gender affirming care, dental and behavioral health.Under supervision of the Director of Quality Assurance and Improvement the Electronic Health Records (EHR) Systems Manager provides project management, training, and tier II/III service desk support to Philadelphia FIGHT for all clinical information systems. This position analyzes, supports, manages enhancements, tests, and implements clinical information systems as directed by the Department Leadership, EHR Governance Committee, and organizational stakeholders. The position coordinates and implements all activities of small to medium sized information systems projects, and ensures projects are completed, on time and within budget, in coordination with the established project team. The EHR Systems Manager plans, manages, and guides projects, to implement clinical information systems to satisfy strategic and regulatory requirements.Must be able to analyze new and/or possible systems enhancements identifying present and future business needs. The position works closely with various steering committees, health center staff, and senior leadership to ensure modifications are appropriate and are consistent with established regulatory and best practice standards. The position analyzes present systems for enhancements to improve data integrity. The position respects and promotes the mission, vision, and values of Philadelphia FIGHT.Qualifications: The EHR Systems Manager will have a Master's Degree or Bachelor's in a relevant discipline or with relevant experience. The EHR Manager will also have previous supervisory/managerial experience, and two (2) years of relevant experience in project management or clinical information systems/technology. Professionals with expertise in eClinicalWorks, our primary EHR system, are preferred. Other qualifications include:
- Experience working with clinical informatics databases containing Protected Health Information.
- Experience with enterprise level service desk systems.
- Ability to troubleshoot, repair, or escalate software issues in a timely manner.
- Understanding of software, data access and retention protocols, and optimized practices as they relate to security and software roll-outs.
- Excellent written and oral communication skills.
- Ability to express concepts in a clear, easy-to-understand manner to both technical and non-technical stakeholders
- Proficiency in Electronic Health Records (EHR), with expertise in eClinicalWorks preferred.
- Experience working with community health centers or federally-qualified health centers (FQHC) a plus.
- Direct supervision of clinical information systems/EHR technicians (tier I/II) and EHR Interns
- Provides tier II/III EHR service desk support for issues related to clinical information systems
- Coordinates the management of deliverables, maintenance of task lists, closure of open tickets, and other project management aspects necessary for meeting service commitments for the EHR Department
- Develops policies and procedures related to the maintenance and/or data hygiene of the EHR
- Designs and executes testing plans for new functionality, product releases, enhancements, and regulatory modifications using business, clinical, and use cases.
- Proactively informs staff of any relevant issues in the EHR Software including new eCW release versions and features.
- Provides/maintains EHR onboarding training for new staff.
- Project management for clinical information systems projects.
- Defines clinical requirements for changes that require system work or high level of standardization and communicates with project stakeholders.
- Assists with systems administration, troubleshooting, resolution, and workflow optimization.
- Work in close collaboration with the clinical informatics team to conduct data analysis, identify relevant key performance indicators, and optimize system use.
- Collaborate with Health Center leadership on workflow optimization, training, and other support related matters
- Provides operational support for applications including data integrity, maintenance, training, and vendor interaction while assisting end users in satisfying both ad-hoc and ongoing support needs.
- Coordinates, liaises, and escalates information systems problems to suitable resources; i.e., SaaS (Software as a Service) and hardware vendors, to ensure timely resolution or temporary workarounds.
- Follows relevant procedures to resolve incidents and fulfill requests within agreed upon service level agreements (SLAs).
- Protects the confidentiality of information contained within all information systems through the monitoring and routine testing of backup systems and effective user controls.
- Establishes productive working relationships and maintains effective communication with teammates and end users.
- Chair FIGHT's EHR governance committee
- Contributes to continuous improvement and strategic goals.
- Is available for on-call duties as dictated by project scale.

- The EHR Systems Manager is responsible for directly supervising EHR Support Desk Staff, currently one position. Supervisory responsibilities are subject to change based on organizational needs and department growth.
Salary : $60,000 - $75,000
