Field Supervisor (Welding)
This level I supervisor (S1) position manages a small work group responsible for providing the safe, efficient, and continuous distribution of gas to customers through effective management of maintenance and construction activities. The incumbent supervises and controls the response to major gas related incidents from the initial call, make safe, clean up, and documentation investigations, repairs, follow-ups, and any related litigation. In addition, the supervisor is responsible for providing guidance and direction, setting job standards, and providing technical support to the welding team. In addition, this S1 is responsible for the overall quality of work for the welding, and other groups, including ensuring the assigned workforce operates in an efficient and safe manner throughout the city, according to established company regulations and procedures. Impact of decisions can be measurable within one month.
Responsibilities
Distribution Administration
Plan and coordinate pressure reductions and restorations between Distribution, Gas Supply and Customer Service Departments to ensure emergency or planned work can be performed safely and promptly with minimum disruption to gas service including but not limited to:
Assigning watchmen to foreign construction sites to monitor the safety of gas mains and services.
Assigning optimum size of skilled crews and equipment to complete necessary work.
Interpreting radiographic film in accordance with the regulatory codes.
Assisting in design decisions ensuring installation maximum operation accuracy and easy access maintenance.
Assigning Distribution Inspectors to ensure contract work is completed according to departmental standards and specifications.
Conduct audits and inspections of construction sites to ensure the effective, efficient, and proper completion of work orders while reducing the potential for unforeseen risks, cost increases, project delays or for contractor to damage gas pipes in the performance of his work. Audits, surveys, and inspections include but are not limited to:
Final inspections of gas leaks, paving projects, and underground street troubles to ensure necessary work has been completed within specifications and cost constraints.
Material and special fitting technical tests and assessments, tool inventory, GDI monthly calibration, station maintenance.
Ensure welding regulation code compliance (i.e., API Standard 1104, Part 192 of the Code of Federal Regulations, etc.).
Ensure certification of welders in accordance with the Department of Transportation’s (DOT) guidelines.
Physical condition of mains and services, fusion connections, and provides recommendations to either replace or abandon.
Annual Gas scope inspections with Field Services to ensure DOT compliance.
Daily audits regarding activities such as accident/incident reports, time-sheets, street leak orders, AIMS testing, etc.
Foreign construction areas ensuring proper PA One Call System (POCS) markings.
Pre-construction inspections to minimize public inconveniences due to construction.
Evaluate weather forecasts to establish adequate regulator outlet pressure settings to provide enough gas to satisfy customer demand and prevent low pressure situations such as appliance failures, fluctuations, etc.
Participate in research and development for products, methods, and tools (vacuum excavation, microscopic surgery, etc.) that will enable work crews to perform tasks safely, economically, and efficiently; provides recommendations of cost control measures; and reviews governmental proposals to determine possible operational and economic impact on the department.
Administer leak survey programs to assure compliance with PGW policies and Federal regulations; evaluates and interprets readings to ascertain priorities and solutions; re-evaluates reported leaks to ensure uninterrupted service in a safe and efficient manner.
Attend pre-bid, pre-construction, and paving meetings to review drawings, pre-construction survey tapes, plans, project bids, awards contracts and estimates to determine the capability of performing work within proposed timelines and cost restraints.
Coordinate installations, paving operations and maintenance projects with a various internal departments and external agencies to ensure the availability of resources needed, arrange for prefabrication and delivery of specially designed piping requirements, assess damage reports, and assign responsibility, seek reimbursement for repairs, approve and schedule crews for Bill Paid Turn On’s (BPTO’s) service, Encapsulation, Service Abandonment, Maintenance Cart, and Excavation Programs.
Review and update operational handbooks on a regular basis to ensure the proper immediate dispatching and prompt response to reported gas leaks, underground street troubles, explosions, major fires, etc.
Maintain a database that monitors trends, historical data and current workloads ensuring the integrity of technical records and current information regarding the location of mains and service systems; summarizes statistical data relative to the operation, maintenance and construction activities experienced throughout the department, as required by Federal Law.
Personnel Management
Coordinate subordinate work activities by developing project timelines, milestones and analyzing impact, determining priorities of activities, making work assignments, monitoring projects, and providing direction and assistance as needed.
Assess employee needs ensuring subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement when applicable; assists in first step grievances.
Evaluate and meets with subordinates to discuss work performance providing appropriate commendations and disciplinary actions to ensure employees are well equipped to meet and/or exceed job expectations.
Finance & Accounting
Review and recommends payment of invoices pertaining to goods and services received from vendors and contractors; initiates claim against contractors and customers that have damaged distribution facilities.
Participate in the annual budget preparation process as needed or requested.
Other Related Functions
Work with appropriate departments to investigates Risk Management claims; represents PGW in litigations at claims court.
Keep abreast of current regulations, company standards and changes in technology ensuring compliance and best practices are used.
Perform other special projects and assignments as directed.
Qualifications
Associate degree in engineering technology or other related field of study.
3 – 5 years relevant work experience with PGW or in a related utility service performing such things as pressure operations, laying new or repairing gas distribution facilities, paving and/or construction.
Must be familiar with standard pressure operations, policies, procedures, and regulations related to maintaining, installing, and terminating gas services.
Must be proficient in welding and have knowledge of welding regulation, code, and certifications.”
Must have leadership skills with the ability to supervise others to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.
Must have project planning and management skills with the ability to make operational decisions, monitor progress and report results.
Must qualify yearly to fuse plastic main and services.
Must be computer literate with proficiency in the use of Microsoft Office and Outlook.
Must be flexible to working occasional and emergency on-call, weekend, and evening hours.
Must have a valid Pennsylvania Driver’s license and clean driving record.
