As part of the Global Logistics Assurance team, the Marine Assurance Advisor supports the ship and barge vetting and audit functions. The Global Logistics Assurance Team protects the company's interests and reputation through robust vetting, inspection, audit, and Commercial HSE programs, ensuring compliance with the Global Logistics Assurance Standard. Reporting to the Director of Global Logistics Assurance, the Marine Assurance Advisor provides technical, operational, and administrative support for the HSE Management System, conducts marine vessel vetting assessments, reviews HSE incidents, and participates in Marine Networks to reduce incidents and safeguard people, property, and the environment.

Responsibilities May Include :

  • Provide support in the implementation of the Global Logistics Assurance Standard and the vetting as well as auditing process.
  • Assist the Logistics Assurance team with risk assessments, vetting, and berth fit evaluations for all vessels nominated for P66 marine movements regionally and globally.
  • Assist with logistics service provider evaluations, when required.
  • Execute risk assessments and vetting evaluations of vessels and vessel operators nominated for P66 marine movements.
  • Facilitate close communications with vetting system users and commercial groups for vessel evaluation and support.
  • Adopt agile methodologies that prioritize flexibility, iterative development, and continuous feedback. Represents Phillips 66 interests at local or regional assurance related functions.
  • Assist with assurance reporting requirements to Global Logistics Assurance Management.
  • Coordinate / responsible for record storage / electronic files and data.
  • Support and enhance marine assurance systems and databases through continuous improvement.
  • Monitor incident reporting, terminal feedback reports and follow up with vessel operators to resolve elevated risk issues; coordinate risk mitigating measures.
  • Conduct "operational review" meetings with visiting vessel operators with focus on risk mitigation, vessel, or fleet specific issues and P66 expectations and requirements.
  • Assist in development and maintenance of Logistics related training programs for the Commercial Operations group.
  • Participate in emergency and incident management, reporting reviews, drills, etc., as required.
  • Coordinate SIRE inspections of third-party vessels and TMSA audits of vessel operators, as required.
  • Coordinate the inspection and audits of time-chartered vessels, as required.
  • Support logistics assurance processes such as the development, implementation and continual improvement of the vessel vetting programs and processes including the marine vessels, marine operator assessments and auditing.
  • Liaise with MT Network members to provide HSME support in Marine terminals incident follow-up discussions and communicate lessons learned.
  • Develop a "Logistics Assurance knowledge base" by monitoring vessel inspections, vessel and inspections & audits, interaction with Industry or Carrier groups, taking applicable training courses and tapping internal resources.

Required Qualifications :

  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • Must meet, have held, or have experience with :
  • USCG Master of Inland Towing Vessels, or

  • Coast Guard marine inspection on inland tugs and barges, or
  • 10 or more years towing fleet experience, or marine-related commercial experience that includes marine operations, shipyard repair / survey experience and vessel inspections
  • Demonstrated adherence to HSE core values
  • Strong background and understanding of marine operations (Vessel technical operation and marine terminal as well as the overall marine business)
  • Auditor (TMSA, ISM, ISO, or similar) training and / or experience
  • Broad understanding of port requirements for safe vessel movements
  • Familiarity with OCIMF's SIRE inspection and undergoing the marine vessel vetting processes
  • Broad understanding of port / terminal requirements for safe transport movements
  • Excellent communication, presentation, and teamwork skills with preference for action, accountability, developing alternatives, and solutions
  • Ability to obtain Transportation Worker Identification Card (TWIC)
  • Preferred Qualifications :

  • Experience with operational / technical management of tank vessels and tug / barge units
  • Working knowledge of international marine guides and standards such as OCIMF and IMO; also understanding national standards such as API and NFPA, where applicable
  • Strong understanding of commercial chartering / marine vessel management & operations essential
  • Maritime College graduate or similar technical education, Bachelor's degree
  • Strong understanding of domestic maritime regulations
  • Ability to manage a dynamic work environment and deliver HSE and business results
  • Open to diversity of thought, promotes process ownership, and fosters a learning environment
  • Understanding of commodity markets and marine freight business processes
  • Firm understanding of team effectiveness and the processes that drive high performance teams
  • Strong desire for personal learning and sharing of skills with others

  • The Commercial organization works to effectively leverage assets and market knowledge to create additional value within the risk parameters of the Company.
