What are the responsibilities and job description for the Truancy Performance Manager position at PHMC?

This position is assigned to Department of Human Services (DHS) Education Support Center (ESC) in direct support of the Office of Children and Families Prevention Division goals as well as DHS’ Improving Outcomes for Children initiative. The goal of the Education Support Center: Improve educational stability and academic achievement outcomes for children and youth in DHS care (dependent, delinquent, in-home protective services, court-involved) and support improved attendance initiatives in collaboration with Philadelphia SDP and Family Courts. The TIPS Program Performance Manager will focus on reinforcing the necessary infrastructure to support the short-term goals and long-term sustainability of ESC programs.
Responsibilities:
- The TIPS Program Performance Manager will work full-time and will be responsible for streamlining services, assisting with strategic planning, and developing any required frameworks for new and current program models.
- The job involves program supervision that considers both individual program results and Center-wide accomplishments in relation to DHS and OCF division city-wide objectives. The TIPS Program Performance Manager's primary responsibilities are to facilitate the review of TIPS processes, performance, and outcome measures and to coordinate the development and implementation of new methods and systems to improve the overall performance of the Truancy Intervention and Prevention Services initiative.
- A major portion of the job involves collaborating directly with ESC leadership to support OCF management on developing all operational procedures and to make changes, as well as serving as a consultant to ESC leadership in the implementation of performance management programs.
- The work necessitates the use of data analysis, process improvement, and/or project management concepts which require exceptional software and data analytic skills.
Strategic Planning and Alignment:
- Assist the TIPS strategic planning process by serving as a project manager and ensuring alignment with the center's purpose, vision, and logic model.
- Contribute to the identification of key performance indicators, the development/implementation of project planning to enhance results, and the periodic updating of dashboards.
- Support implementation and reporting request while providing oversight and technical assistance with TIPS databases.
Project Management:
- Support the ESC Director and other key division executives in designing, executing, and coordinating operational procedures that are consistent throughout Education Stability and Truancy.
- Assist with the development of agendas and notes for meetings of the leadership team and other important stakeholders, providing momentum and clarity regarding future steps.
- Supporting big, often cross-functional, organization-wide projects or initiatives
- Review research, benchmark performance, evaluate data, and offer suggestions.
- Develop presentations, work plans, and frameworks to prioritize and sequence the ESC's actions in order to successfully complete TIPS projects.
- Propose and (where needed) create new systems and procedures to simplify wasteful operations.
Meeting and Event Preparation:
- Development of agendas for approval by the ESC Director prior to leadership team and other critical meetings. This includes producing briefings and doing thorough research in order to facilitate the establishment of strong connections with stakeholders.
- Organize and execute ESC's office retreats, conferences, and other special events.
Skills:
- Capacity to cooperate and communicate effectively with stakeholders both within and outside of Philadelphia
- Demonstrated ability to manage difficult and numerous projects professionally and efficiently
- Strong organizational abilities and an eye for detail are required to handle numerous projects successfully.
- Must adhere to a rigorous code of ethics while dealing with highly sensitive material.
- Proficiency with various software applications to support project management and exceptional written and spoken communication skills.
- Proficiency with virtual technologies and social media to host team meetings and resource sharing.
Experience/Education Requirement
- Bachelor’s degree in public policy
- 2-4 years experience elated field in program management; and/or experience in child welfare social services and school district attendance policies procedure.
- Clearances will be required: Criminal, FBI, Child Abuse
