POSITION SUMMARY

The Property Manager oversees day-to-day operations of one or more multifamily properties totaling a maximum of 100 units, supervising on-site staff, and ensuring compliance with complex subsidy structures. This role maintains good public relations with residents, investors, the local public, private officials and civic groups.

ESSENTIAL FUNCTIONS

  • With Regional Property Manager, track expenses, provide input and review annual operating budget for the property.
  • Monitors performance relative to the annual budget, manages operating expenses and prepares monthly variance reports.
  • Collects rent in a timely manner.
  • Markets and leases available units at the property; screens potential applicants and conducts tours.
  • Completes LIHTC, HOME and HUD tenant qualification at move-in, and annually thereafter, following all LIHTC, HOME and HUD tenant occupancy requirements, as applicable. Ensures compliance with rules, regulations, and tenant occupancy requirements.
  • Maintains good public relations with investors, local public or private officials, civic groups and leaders, or any other interested individuals.
  • Creates and properly stores property management records and files as needed. Maintains office files and computer systems according to company standards; neat, orderly condition and in compliance with all mandated rules and regulations as required by VHDA, HOME, HUD, and Piedmont Housing.
  • Maintains good relations with residents/tenants and assists with problem resolution among residents and between residents and staff.
  • Ensures that tenants and their guests are complying with the Lease Agreement provisions, including Pet Policy, and House Rules and Regulations.
  • Prepares for, schedules, and conducts inspections for all units in accordance with regulations set forth by House Rules and Regulations and Piedmont Housing. Creates and maintains applicable records of such inspections.
  • Oversees standard and proactive maintenance of assigned properties, recommending general improvements as needed.
  • Completes annual reports as required by VHDA and HOME.
  • Conducts orientation or special instructional meetings for residents.
  • Organizes, conducts, and directs special programs or social events.
  • Maintains required certifications for LIHTC and attends training necessary to accomplish this.
  • Prepares court documents necessary to comply with and attend court hearings.
  • Must understand and consistently follow the guidelines of the Virginia Landlord, Tenant Act and Fair housing.
  • Strengthen organizational culture by engaging in full staff activities, contributing to a culture of openness and respect, and actively

identifying, evaluating, and dismantling the beliefs and structures that perpetuate racial inequities.

  • Attends staff meetings and training as required.
  • Performs other duties as assigned.

  • Knowledge of HUD Section 8 Occupancy Regulations as detailed in HUD Handbook 4350.3
  • Knowledge of Virginia Housing Development Authority Tax Credit qualification and compliance.
  • Knowledge of Virginia DHCD HOME qualifications and compliance.
  • Enthusiasm, good attitude, trustworthiness, personal integrity, and honesty.
  • Ability to work autonomously and understand when a superior needs to be involved in decisions.
  • Good decision-making skills, with the ability to analyze information, evaluate results, and
  • implement the best solution to solve problems or challenges.
  • Self-motivated, with an ability and dedication to learn new skills quickly, keep up to date technically, and apply new knowledge to your job.
  • Demonstrated ability to operate safely in the workplace, with experience in holding peers accountable to safety standards.
  • Experience working in diverse communities with a clear understanding of multi-cultural contexts and racial equity practices.

QUALIFICATIONS

While this position leads several key areas of our work, it is not our expectation that candidates have a mastery across all areas; instead, we encourage candidates to apply who have self-awareness and humility around areas they will need to grow in and the motivation and aptitude to lead the learning required to hit the ground running.

  • Minimum two (2) years of property management experience; working knowledge of LIHTC, HOME, and HUD regulations required, as applicable.
  • Computer skills, with working knowledge of property management software (currently One Site) and Microsoft Office programs including intermediate to strong Excel skills.
  • Must own or consistently have a vehicle available for use.
  • Ability to successfully pass a background check and other pre-employment screenings.

PHYSICAL REQUIREMENTS

  • Able to lift & carry items up to 15 lbs.
  • Able to sit at a desk comfortably while working on a computer, for extended periods of time.
  • Able to hear and speak to customers in person and/or by phone.
  • Able to see and read on computer screen and paper.
  • Able to use hands and fingers to operate office equipment such as computer, copier, phone, etc.
  • Ability to stand for extended periods of time.
  • Ability to move about the property and through apartments; ability to negotiate stairs as needed.
  • Must be in good physical condition and have physical capacity to work extra hours when necessary.

PERFORMANCE STANDARDS

  • Maintain compliance with applicable LIHTC, HOME, and HUD rules and regulations.
  • Maintain excellent relations with residents and staff.
  • Promptly see to property maintenance needs and capital improvements.
  • Operate within established and agreed on budget.
