Why It's a Great Opportunity: In this role you will directly contribute to the Information Technology (IT) Division’s mission to provide countywide technology services to both internal and external customers.  The IT Fiscal Services team manages budget, procurement, accounting, reporting, and internal controls. In addition, we support revenue-generating IT services that are delivered internally, as well as to external partner agencies, and third parties. You will perform a variety of procurement and contract fiscal work in support of the these needs. Working under the direction of the Fiscal Services Manager, you will collaborate with fiscal and technology staff, County departments and external organizations. You will become a subject matter expert in all things contracts and procurement related, and learn about the full scope of IT services.

Core Daily Responsibilities:

  • Identifying and tracking one-time and recurring supplier procurements (hardware/software/services).
  • Monitoring contracts and other agreements for fiscal integrity (including budget allocation) and general compliance with Federal, State and County policy.
  • Participating in procurement functions such as developing Requests for Information/Proposals, evaluating bids, negotiating contracts.
  • Evaluating assigned activities for progress, completion, fund expenditures and compliance.
  • Advising and consulting with County staff, consultants, contractors, and subcontractors.
  • Working with staff to analyze, modify, and implement new or existing County-wide procurement process policies and procedures as necessary to achieve determined objectives.  
  • Produce reports and analyses as required to support financial processes.
  • Perform other related tasks as assigned.

Minimum Qualifications:

  • Two or more years of college-level coursework in accounting, data processing, business administration or related field AND
  • Two or more years of progressively responsible work experience in accounting, data processing, or related field with emphasis on contracts. 
  • Additional education and/or work experience may substitute for the recruiting requirements.

Preferred Qualifications

  • Experience/skill in contract negotiating.
  • Knowledge of the basics of an RFP/RFI/RFQ process.
  • An understanding of the relationship between a contract and its related budget.
  • Excellent verbal and written communication skill.
  • Ability to develop strong relationships across teams.
  • Possess and demonstrate a strong ability to take initiative, manage multiple work effort priorities, and display good time management.
  • Thorough, meticulous attention to detail.
  • Recent experience working with Enterprise Resource Planning (ERP) systems.
