What are the responsibilities and job description for the Contracts & Procurement Specialist (LTD) position at Port of Tacoma?
The Contracts & Procurement Specialist supports the preparation and administration of contracting activities across the organization. Provides backup to the Contracts & Procurement Analyst to include preparation of solicitation documents and managing other procurement activities. This position is responsible for coordinating the solicitation process and serves as the point-of-contact for information requests regarding solicitations, invoice processing and payment status, upcoming opportunities, and project status updates. Compliance with legal and regulatory requirements is a critical aspect of this role.
This is a fully benefited, limited duration position expected to last up to three (3) years.
Two (2) years' experience providing complex technical support to one or more functional areas of contracting, procurement, or other business support organizations is required.Must have basic knowledge of procurement processes, procedures, and the ability to read and understand the parts of a contract. Must be knowledgeable regarding RCW statutes as they apply to contracting and procurement requirements. Must have strong technology skills, including basic understanding of process analysis as it applies to systems. Must have strong communication skills and attention to detail. Must have the ability to establish workload priorities and have flexibility and discernment to change priorities when appropriate. Must have thorough experience and knowledge of desktop software packages (including the full Microsoft Office Suite 2003, or newer). Must have thorough experience transacting in an Enterprise Resource Planning (ERP) system, experience with Microsoft Dynamics 365 Finance and Operations is a plus. Must have strong Excel skills Is detail oriented with excellent organization and multi-tasking skills. A professional demeanor with a positive attitude is also required.

- Directly supports the organization’s contracting and procurement activities. Coordinates the execution of the solicitation activities such as pre-bid preparation, advertising, fielding solicitation questions and answers, orchestration of information conferences, site visits, and bid openings. Performs detailed analysis to determine bid/proposal responsiveness and conducts responsibility checks, ensures posting of awarded bid information on the Port’s website, and prepares recommendations for award. Pursues diversity and inclusion in contracting.
- Provides support and guidance to the organization in all functional areas of contract administration. Responsible for ensuring contract activities comply with Port resolutions, policies and applicable procedures and adhere to current WA State laws. May be directly accountable for the contract administration for small and/or less complex consulting agreements. Ensures solicitation document retention and compliance with public contracting laws and Port policies and procedures. Gathers information to respond to public record requests and ensures proper retention of solicitation documents in accordance with contracting laws and Port policies.
- Department focal point for all Contracts & Purchasing technology and web content on the Port’s internal and external websites. Ensures content is up to date and accurate. Back up department resource for technology issues related to procurement.
- Participate in teams to enhance business processes within the Port.
- Reviews contract invoices, identifies, and provides missing information required for payment processing, and routes for approval.
