JOB SUMMARY
Performs professional and administrative work of considerable difficulty in the direction and control of epidemics and eradication of disease. Work includes conducting routine surveillance activities related to infectious diseases; identifying and tracking disease trends in specific populations; interpreting and applying statistical analysis on related data; and performing epidemiological investigation and analysis in outbreak situations. This position will work under the general supervision of the division manager of the infectious diseases and epidemiology division.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Analyze descriptive epidemiological data related to populations and diseases in the County.
- Identify contacts and ensure both preventative and treatment measures related to complex infectious diseases.
- Provide related education to the public, county personnel, and medical communities.
- Compose reports and compile data requests.
- Provide support in the event of a public health emergency or disease outbreak.
- Assist the division manager in managing field investigation teams by leading infectious disease staff.
- Conduct routine surveillance to identify cases and outbreaks of infectious disease.
- Conduct assessments to determine the need for prophylactic therapy after potential exposures to diseases.
- Conducts vulnerability assessments at various types of facilities and recommend mitigation measures to prevent or respond to infectious disease outbreaks.
- Participate in preparedness planning during outbreaks to prevent transmission of infectious diseases.
- Conduct epidemiological investigations and interpret statistical analysis to identify outbreaks to determine source of exposure and disability patterns.
- Advises appropriate personnel, health professionals and other stakeholders regarding potential or active epidemic findings/trends.
- Analyze trends and map disease patterns using GIS software.
- Attend meetings, workshops, trainings, and conferences related to infectious diseases.
- Educate the public concerning reduction of transmission of infectious diseases.
- May be required to act as a backup to the Public Health Manager including supervision of staff.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information, including HIPAA policies and procedures.
- Ensure a high attention to detail and maintain standards of accuracy and quality.
- Perform other related duties as required.
- Bachelor’s degree in Epidemiology, Public Health (MPH) or related field.
- Two (2) years of experience as an epidemiologist working with infectious diseases.
- Valid Arizona State Driver’s License is required within 30 days of hire.
- Or an equivalent combination of relevant education and/or experience may be substituted for the minimum requirements.
Preferred Qualifications:
- Master’s Degree in Epidemiology, Public Health (MPH) or related field is strongly preferred.
- Bi-lingual English-Spanish language skills.
- Knowledge of applicable Arizona Revised Statutes and County Ordinances regarding public health, including Arizona Public Health and Safety statutes - A.R.S. § 36.
- Knowledge of modes of transmission, diagnosis, and prevention of infectious diseases.
- Knowledge of statistical analysis methods used in infectious diseases epidemiology, disease monitoring and trend analysis.
- Knowledge of techniques used to investigate clusters of or exposure to infectious diseases.
- Knowledge of passive and active surveillance of infectious disease.
- Knowledge of laws relating to public health and confidentiality including HIPAA.
- Knowledge of data and database management.
- Skilled in conducting investigations and determining sources of exposure for cases and clusters of infectious disease.
- Skilled in managing field activities for large outbreaks.
- Skilled in communicating effectively with diverse populations in a culturally sensitive manner.
- Skilled in managing disease specific data.
- Skilled in operating equipment such as computers, printers, cellular phones, copy and fax machines.
- Ability to work in a fast paced, occasionally stressful environment.
- Ability to effectively collaborate with stake holders and partners.
- Ability to communicate effectively both verbally and in scientific writing.
- Ability to work effectively with others.
- Ability to work with clients that have infectious diseases.
- Ability to perform extensive field work including collection and transport of clinical samples (blood, feces, sputum, etc.)

PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to balance, climb, crawl, crouch, finger feel, grasp, handle, reach, perform repetitive motion, kneel, lift, pull, push, hear, speak, stoop, stand, walk, operate motor vehicles, and demonstrate mental and visual acuity. While in the field or during an emergency response, must wear applicable personal protectives equipment, which may include, but not limited to, respiratory and eye protection, and gloves.
WORK ENVIRONMENT:
Major portion of the work is located in an indoor office setting in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs. May be required to travel throughout and outside of the county. Must be able to work in an environment involving crises that require making decisions involving people. Maybe exposed to infectious diseases.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
