Starting Salary: $79,839 - $98,543
Summary:
Supports the Pinellas County Housing Authority’s mission by planning, organizing, directing, and evaluating the delivery of services and implementation of strategies which improve the quality of life of residents of PCHA to include programs such as Family Self-Sufficiency programs and Resident Services programs. Accountable for achieving targeted department results, performance and quality service standards and preparing appropriate reports. Negotiates and develops partnerships with community service providers and local businesses to coordinate existing services and resources for the benefit of PCHA residents. Identifies and responds to grant opportunities and manages funding and other resources necessary to support the work of the department.

- Develops work methods and related support systems to effectively assess the economic and social needs of residents within the Agency's communities on a continuous basis.
- Develops and implements resident service programs through the establishment of long-range program goals. Directs and prioritizes strategic initiatives that provide a broad range of human services.
- Supervises, and leads team members to documented success. Develops program and performance goals and continually monitors to ensure successful completion of goals.
- Establishes program budgets, secures, and manages funding from outside agencies and foundations.
- Negotiates and secures inter-agency agreements with social service providers and coordinates the referral of a broad range of services, including job counseling, training, and placement assistance; health care assistance; educational assistance; legal assistance; life skills supporting training; family crisis intervention; elder care services, and entrepreneurial skills training.
- Directs the department in the coordination of outside service providers, PCHA development staff, resident councils, and residents in the provision of social/human and other identified service needs.
- Monitors individuals and families participating in programs and receiving services delivered by service providers as dictated by referral contract agreements. Evaluates the effectiveness of services and modifies inter-agency agreements as needed.
- Ensures effective system of intra-departmental communication. Prepares and analyzes weekly and monthly service and statistical reports.
- Establishes working relationships and collaboration with private organizations to secure support and technical assistance for social services planning and the coordination of service delivery.
- Supports several community-based resident programs that include but are not limited to resident services and family stability services.
- Directs and manages the agency’s adherence to HUD Section 3 requirements, activities, and reporting.
- Performs other duties as assigned.
Qualifications
MINIMUM REQUIREMENTS
- Bachelor’s Degree from an accredited college or university with major course work in public administration, business administration, or a related field
- Five (5) years of increasingly responsible experience implementing programs providing and/or coordinating supportive services for residents and clients; A combination of experience and training would provide the required knowledge and abilities to qualify.
- Two (2) years of experience should indicate increasing responsibility in implementing and administering supportive service programs or projects to include case management, supervision, and grant administration. A combination of experience and training would provide the required knowledge and abilities to qualify.
- Florida Class “E” driver’s license and be insurable by PCHA’s liability and fleet insurance carrier.
Knowledge, Skills, and Abilities:
- Strong background in the policies and procedures of Housing Authority funding programs
- Demonstrates knowledge of the principles and practices of program development and administration
- Provides an understanding of a variety of funding agencies and programs including, but not limited to, HUD and Pinellas County
- Background in budget preparation and administration
- Working knowledge of the principles surrounding supervision, training, and performance evaluations
- Considerable background and familiarity with Federal, State, and local laws, codes, and regulations
Physical Demands and Working Conditions:
The work schedule is Monday – Friday, and some weekends may be required. This role is in an office environment and requires sitting, talking, hearing, reaching, stooping, kneeling, and using hands and fingers to operate a computer.
