What you'll do
The Program Director is responsible for the management and operational success of the program and meets or exceeds the expectations of the contracting agency, the Federal Bureau of Prisons, by delivering high quality—high impact services and by ensuring that the program and treatment services operate in accordance with applicable law, regulations, contract requirements, Pioneer Human Services (PHS) policy, and professional standards of quality. The Director is responsible for the administrative management of an organized, clean and safe, efficient, community coordinated, fiscally sound, compliant, and customer driven Residential Reentry Center (RRC) and high-impact treatment services for clients. As a member of the Pioneer team, the Director is expected to collaborate with other staff and community partners to promote a pro-social and supportive program climate that encourages the development of independent living skills.

Primary/essential Duties And Responsibilities Are But Not Limited To
- Articulates the vision for and demonstrates commitment to operational excellence of the RRC
- Provides strategic, tactical and technical direction to the RRC and all staff
- Prepares and delivers presentations at PHS Leadership Council meetings, work groups and committees, and other corporate gatherings, as needed
- Participates in trainings or and committees organized by the Federal Bureau of Prisions(FBOP) and other external agencies as appropriate
- Acts on behalf of the Director of Reentry when designated
- Leads by example, exemplifying PHS Core Values in all aspects of work and performance
- Analyzes and implements improved business processes for the RCC
- Prepares the unit budget and staffing plan in collaboration with the Director of Adult Reentry Operations to optimize mission value and financial health
- Reviews operational expenses, prepares financial forecasting and reporting, identifies corrective actions, and is responsible for the achievement of financial goals within the program and services
- Ensures that the program is prepared for, complete and successfully pass all inspections, program reviews, and internal/external audits and submits monthly reporting to FBOP, Accounting, Director of Reentry as requested
- Maintain compliance with the Statement of Work for the RRC
- Directs all activities of the program to ensure conformity to the policies, standards, agency mission and to support successful client reentry and community transition
- Enforces policies and procedures; maintains the facility in compliance with all safety and health regulations
- Ensures that unit and services provide the highest quality customer service both to our external customers (public agencies) and our internal customers (clients)
- Develops quality assurance plans to ensure that requirements are performed and met, and continually reviews quality assurance practices within the unit per the performance-based standards of the Statement of Work, American Correctional Association and Prison Rape Elimination Act.
- Maintains and continually refines a performance measurement system and process that supports the collecting, analyzing, and reporting of data to improve service quality
- Meets or exceeds all quality performance measures
- Coordinates collaboratively with representatives of the support functions of PHS, including Finance, HR, IT, etc
- Collaborates with other operational units and groups in PHS to integrate activities across program functions
- Develops and implements a Community Relations Board to work toward eliminating discrimination against people with criminal histories that meets on a quarterly basis or otherwise outlined by the SOW
- Maintains and updates all policies and procedures adopted by the Behavioral Health and Treatment Services Division
- Ensures consistency in the application of all policies and pursues procedural uniformity and standardization that align with operations of all of PHS’ RRCs within Washington state
- Supervises the performance of all RRC staff; evaluates the performance of the Assistant Program Director, and other key program staff or as otherwise determined
- Ensures staff members are sufficiently trained and there are qualified personnel to ensure the safety and security of the resident population and the community at all times
- Guides and supports the development and implementation of a competency-based approach to staff training and professional development in alignment with Division-wide initiatives, trauma-informed care service plans, and staffing priorities
- Advises and supports the Assistant Program Director in decisions regarding unit staff
- Coordinate with program leaders to ensure adequate on-call coverage as necessitated by program needs, and be ready to work shifts in the event of a scheduling crisis, emergency, or staffing shortage
- Bachelor’s degree in Human Services field
- 3 yrs. of progressive supervisory and management experience in the behavioral health, substance use, and/or human services fields.
- 3 yrs. Experience working with vulnerable population.
- Experience with program budgets and forecasting.
- Experience providing services for people from diverse cultural backgrounds
- Graduate degree preferred in Human Service Field
- Graduate degree preferred in Human Service Field
- Must pass and maintain required background clearance as required by contractor.
- Must be able to pass a pre-employment drug screening test.
- CPR/First Aid Certification within 30 days of hire
- Current TB Test Results
