Job Description :
Pioneering Evolution, LLC is seeking an experienced Contract / Acquisition Analyst to support our NAVSEA customers. The candidate will support the development of DoD Contracts and Acquisition Documentation for large and small DoD Programs. In this position, the candidate will assist DoD Program / Project Managers in developing and executing acquisition and contracting strategies. Specifically, this will include developing Acquisition Strategies and contract artifacts to procure major weapons systems to include statements of work, CLIN Structures, CDRL From 1423s, conduct market research, etc. The candidate will assist Senior-level Program Office Staff to include Program Managers, Contracting Officers, Contracting Officer's Representatives (COR) to ensure system development / procurements are executed in compliance with DoD and NAVSEA policies and procedures. The candidate must work well in a team environment and be comfortable working with and briefing senior-level management.
Basic Qualifications :
- Bachelor's degree in engineering or business
- 7 years of experience demonstrating expertise in the management of DoD Acquisition Programs to include knowledge and application of the FAR, DFAR, DoD 5000 statutory and regulatory requirements, DoD contracting processes, and DoD Earned Value Management (EVM) guidelines.
- 7 years of Program / Project Management experience.
- 7 years of DoD Program Office experience
- Experience advising senior-level program office staff and coordinating with warfare center technical teams.
- Experience working effectively with Program Managers, Contracting Officers, Contracting Specialists, and technical SMEs.
- Experience supporting the planning, monitoring, and execution of multiple contracts under various ACAT designations.
- Experience managing other acquisition professionals.
- Expertise in managing cost, schedule, performance, and risk on DoD ACAT programs.
- Expert-level knowledge of contract types (FFP, CPFF, CPIF, IDIQ, BPAs, etc.) and acquisition strategies (Sole source, full & open, etc.).
- Experience drafting program acquisition and contracts documentation, to include, but not limited to, J&As, ASs, APs, SOWs, MOPAS, IGCEs, and CDRLs.
- Experience inputting, maintaining, and reporting through WAWF, SPS, COR TOOL, CPAR System, and other related DoD, DoN, NAVSEA contracting systems.
- Experience using SPS or PD2 Contract software.
- Experience developing CLIN structures, converting technical requirements into executable and logical frameworks and statements of work.
- Knowledge of the DoD PPBE processes.
- Ability to manage and adapt to often complex and changing program priorities.
- Possession of excellent customer responsiveness, adaptability, and flexibility skills.
- This position requires the ability to obtain and maintain a Secret U.S. security clearance; therefore, U.S. citizenship is required.
