Pre-Commissioning Project Supervisor
Reports To: Operations Manager
Summary:
The Pre-Commissioning Project Supervisor at Pipe Services International (PSI) is responsible for leading and overseeing pre-commissioning activities for refinery, petrochemical, and power plant projects. This role ensures that all pre-commissioning operations are executed safely, efficiently, and in compliance with industry standards, client specifications, and PSI’s operational procedures. The Pre-Commissioning Project Supervisor plays a key role in coordinating technical execution, resource management, and quality assurance to support the successful transition from construction to start-up.
Essential Functions:
- Plan, coordinate, and oversee pre-commissioning activities, ensuring compliance with project scope, timelines, and budgets.
- Supervise on-site teams performing pre-commissioning services such as steam blows, chemical cleaning, oil flushing, and integrity testing.
- Conduct site assessments and equipment inspections to verify system readiness and compliance with industry regulations.
- Develop and review pre-commissioning procedures, method statements, and risk assessments to ensure safe and effective execution.
- Interface with clients, contractors, and PSI’s engineering team to resolve technical issues and align expectations.
- Monitor and document field activities, test results, and operational data, ensuring accurate reporting and record-keeping.
- Ensure adherence to PSI’s safety policies and procedures, promoting a strong safety culture among project teams.
- Provide technical leadership and training to on-site personnel to enhance efficiency and knowledge sharing.
- Maintain open and transparent communication with PSI’s operations, engineering, and business development teams.
- Troubleshoot and resolve operational challenges to keep projects on schedule and within budget.
- Perform other duties as assigned by management.
Qualifications:
- Minimum 5 years of experience in refinery, petrochemical, or power plant pre-commissioning.
- Strong knowledge of pre-commissioning techniques, including steam blowing, chemical cleaning, hydrotesting, and oil flushing.
- Familiarity with industry standards and regulations, such as ASME, API, and OSHA.
- Experience in conducting integrity tests and system inspections to verify operational readiness.
- Strong problem-solving and analytical skills with the ability to make critical decisions under pressure.
- Excellent communication and interpersonal skills to collaborate effectively with diverse project teams.
- Ability to lead and mentor field technicians and ensure project success.
- Must successfully complete a pre-employment assessment, background check, physical examination, and drug screening.
- High level of integrity, professionalism, and accountability.
- Possession of a valid driver’s license.
- Must have a passport or the ability to quickly obtain one for international travel.
