Zachary Piper Solutions is seeking a CBP Program Transition Director/ Manager to lead the transition efforts for the Border Enforcement Applications for Government Leading Edge IT (BEAGLE) program, supporting U.S. Customs and Border Protection (CBP). This Key Personnel role is critical to ensuring a seamless transition and execution of CBP mission, acting as the primary point of contact between CBP leadership and senior program management.

- Lead and manage all transition activities, including planning, scheduling, and execution.
- Act as the main point of contact (POC) for CBP branch chiefs, suppliers, employees, and incumbent stakeholders.
- Oversee transition schedules and deliverables, ensuring tasks are completed on time and within scope.
- Analyze current workflows and processes to identify opportunities for improvement.
- Foster continuous service improvement to optimize program outcomes.
- Provide strategic guidance and manage a team to ensure high-quality project completion.
- Deliver critical analysis and recommendations for scalable, secure, and redundant IT solutions.
- Collaborate with customers, vendors, and internal teams to drive success.
- Stay informed on new technologies, industry best practices, and trends to enhance program execution.
- Education: Bachelors degree (or equivalent experience).
- Minimum of 5 years in Program or Transition Management, including successful transitions for programs valued at $1B (or multi million) showing they can capture 90 % of 800 FTE.
- 10 years in government contract program management, preferably within CBP.
- Hands-on experience with Agile software development transitions; Agile certs preferred.
- Prior experience transitioning large DHS or CBP programs.
- Expertise in capturing incumbent knowledge and managing agile software development transitions.
- Certifications: PMP and/or ITIL, Agile certification preferred or required within the first 3 months
- Technical Skills: Proficiency in IT project/program/transition management, Microsoft Project, and core IT concepts.
- Communication: Strong ability to engage and align stakeholders, including customers, suppliers, and employees.
- Demonstrated success in leading multi-million-dollar transitions in complex IT environments.
- Location: Fairfax, VA (Hybrid onsite required)
- Clearance: Must be eligible to work in the United States and obtain and maintain an active US Government Public Trust (BI Full 6C (T4) preferred, but sponsorship available)
- Salary Range: $160,000 - $250,000 (flexible depending on experience)
