Under limited supervision, performs administrative, supervisory and skilled work in the maintenance and repair of County buildings, grounds and facilities. Work involves planning, scheduling, supervising, and inspecting the work of departmental employees engaged in the maintenance, repair and construction of County buildings, facilities and grounds. Employee is responsible for inspecting County buildings and facilities to determine necessary maintenance and repair work, assigning and initiating work by department personnel, and ensuring that all required parts and supplies are available. Employee is also responsible for administrative functions of the department, including personnel administration, budget preparation, purchase of supplies, etc. Work also involves instructing, assisting and advising employees on specialized maintenance and repair tasks requiring journeyman-level knowledge of building trade skills, such as: electrical, plumbing, heating and ventilation, air conditioning and carpentry. Employee is on call 24 hours per day. Reports to the Assistant County Manager/County Engineer.
EXAMPLE OF DUTIES
Determines maintenance needs of the County; meets with department heads to discuss needs and schedule work; visits various sites and buildings to determine the need for maintenance; reviews and approves work orders; meets with the County Engineer to determine the need for special projects.Determines priorities, schedules, assigns and supervises activities of the Department employees, ensuring adherence to established laws, regulations, policies, procedures and standards; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise; instructs employees on work prior to commencing projects.Establishes and implements preventive maintenance schedules; responds to requests for maintenance and repairs from County departments.Ensures that employees have the parts and supplies necessary to complete assigned tasks; confers and negotiates with vendors and contractors to obtain supplies, materials and services at rates and conditions most favorable to interests of the County.Supervises all administrative matters in the Department, including budget preparation and administration, general ledger monitoring, scheduling and personnel matters; approves the requisition and purchase of materials and equipment needed to complete jobs.Administers or makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, etc., submitting such records and reports as required by County management. Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field of buildings and grounds construction and maintenance. Manages and maintains the Lawn Service, Energy Services, Generator, and HVAC maintenance contracts as well as all other facility related contracts with the County.ADDITIONAL JOB FUNCTIONSPerforms other related work as required.
