JOB
Under general supervision, performs technical work in mass appraisal of real property including new construction, additions, existing properties, vacant lots, and farm land for tax assessment purposes. Work involves contacting property owners, inspecting properties, sketching layouts of structures and determining the size, type of construction, grade of materials, quality of workmanship, taking photographs of the real and personal property and other related appraisal data needed to arrive at the taxable value. Employee is also responsible for valuing and pricing lot sizes, construction areas, subdivisions and land splits; and utilizing computerized appraisal software. Work also involves assisting taxpayers with listing, answering questions regarding appraisals, billing and mapping. Reports directly to the Real Property Manager and indirectly to the Assistant Tax Administrator.
EXAMPLE OF DUTIES
Inspects real and personal property throughout Pitt County.Measures, sketches, and describes the improvements according to the Pitt County Schedule of Values and develops estimated values according to the Pitt County Schedule of Values. Visit and inspects individual properties throughout Pitt County and record information on said properties year-round in outside climate conditions.Appraises new construction, existing properties, farm land, building improvements and additions, and vacant lots; takes field measurements to establish square footage of properties, takes photographs of the real and personal property; collects data that directly affects tax value including age, condition, location and quality of property; measures dimensions of improvements including the foundation, exterior walls, type of roofing, number of rooms, basement area, interior finish type of insulation, type of heating and air conditioning, type of fireplace, etc.; determines functional and physical depreciation of the structure; and determines the grade of the structure according to the Pitt County Schedule of Values.Sketches layout of buildings and retrieves data in the appraisal of specific properties and land splits; studies building plans, information pertaining to sales, and specifications to obtain data regarding size, type of construction and other factors which affect property value.Utilizes computerized data entry equipment and in-house real estate tax appraisal program to enter, store update, and/or retrieve information for purposes of valuing real property and maintaining files.Appraises subdivision and tracts of land newly split among owners using comparable sales, market information, consultation with realtors, contractors, etc., appraises land affected by rezoning, changing economic conditions or other factors expected to affect value.Makes notes and description of personal property (make and model) and takes photographs of personal property. Measures manufactured homes.Confers with property owners and general public to explain appraisal methods and to defend value determinations.Defends real property values under appeal.Maintains knowledge of market trends, cost and other factors affecting values of real property.Must be able to accurately catalog, measure, describe and compute square footage of real and personal property improvements situated on private and public property. ADDITIONAL JOB FUNCTIONSAssists in the preparation of regular mailings of notices, questionnaires and other mass mailings. Performs record keeping duties required by Tax Administration to maintain record of appeals and review requests filed by the property owners.Performs a variety of clerical functions to assist during times of heavy workload, including processing of abstracts, researching return mail for valid address, preparing refunds and releases, prorating bills, processing motor vehicle forms, reproducing maps and cards, answering taxpayers’ questions and assisting taxpayers in locating parcels on maps and using public access computers, entering data for new accounts, pre-sorting and preparing abstracts to be mailed, performing discoveries, etc.Performs other related work as required.

Ability to obtain certification as a real property tax appraiser by the Ad Valorem Tax Division of the North Carolina Department of Revenue within two years of employment. Possession of a valid North Carolina driver’s license and a good driving record.
