JOB DESCRIPTION SUMMARY
Under the direction and supervision of the Accounts Payable Manager, the Assistant Manager, Accounts Payable assists a core team of clerical staff that supports the disbursement and encumbrance control functions of the School District, providing for the timely and accurate payment of all District obligations.

ESSENTIAL FUNCTIONS
1. Reviews and approves of payment requests, interaction between accounts payable and vendors, control and analysis of computer generated financial queries and reports of payment records, requisition and encumbrance control, and control and maintenance of subsidiary records including, but not limited to, athletic funds, contracts, petty cash and travel.

2. Performs professional work requiring knowledge of and application of laws, regulations, policies, concepts, theories, principles, practices, terminology and applied bases of accounting and accounts payable, exercising significant and appropriate independent judgment.

3. Provides outstanding customer service to schools, departments and vendors, responding to all questions, concerns, and inquiries in a timely and effective manner.

4. Processes and approves requisitions

5. Provides back-up and assists with encumbrances for Board approved consultant/construction contracts.

6. Approves and processes contract and direct payments.

7. Oversees the payment of vouchers to vendors and employees, and the maintenance of corresponding documentation.

8. Provides back-up and assists with maintaining the vendor file.

9. Runs and processes all pay cycles.

10. Trains and educates district wide staff on Board policies and procedures related to accounts payable.

11. Enforces School code, Board policy and sound business practices in the payment of District obligations.

12. Assists and backfills the Accounts Payable Manager in the execution of any and all duties necessary to serve as the designated paying agent for the School District.

13. All other duties as assigned by the Accounts Payable Manager or Director of Finance.

EDUCATION REQUIRED
Bachelor's Degree in accounting or related field.

CERTIFICATION/LICENSURE REQUIRED
N/A

YEARS OF EXPERIENCE
Minimum of 1-3 years of experience in an Accounts Payable department with an ERP system.

KNOWLEDGE, SKILLS, & ABILITIES

- Knowledge of the Manual of Accounting and Related Financial Procedures for Pennsylvania School Systems and the Single Audit Act, and Munis experience preferred.
- Ability to utilize Microsoft Office and other business-related software.
- Excellent written and oral communication skills; outstanding analytical and critical thinking skills; ability to work productively with internal/external auditors and vendors; ability to establish and maintain effective working relationships with schools, departments.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Physical Demands: This position is primarily sedentary in nature. Employee will be required to operate computer system for data entry, and have the ability to complete necessary paperwork. This position requires minimum physical effort and not subjected to Occupational Health and Safety risks.

CITY OF PITTSBURGH RESIDENCY REQUIREMENT
This position requires individuals to live in the territorial boundaries of the School District of Pittsburgh. If hired for this position you will be required to establish residence within three calendar months of your hire date with Pittsburgh Public Schools.
