Plains has an immediate opening for a Measurement Specialist in St. James, Louisiana. Reporting to the Terminal Manager, you will assist the team in managing, maintaining, and implementing the petroleum measurement program in compliance with company and regulatory requirements. In addition, you will work with field personnel to provide expert advice and guidance in loss/gain analysis. This role will require occasional travel and, on occasion, work after hours and on weekends. Our ideal candidate is technically skilled, communicative, analytical, and attentive to detail.

Responsibilities:
- Provide guidance and expertise to teams executing measurement activities including employees, contractors, and service providers.
- Establish, manage, and execute quality and measurement plans, programs, processes, systems and procedures, as coordinated by the Measurement group or directed by the Manager.
- Oversee the installation, operation, calibration, and maintenance of all measurement, quality, and meter proving equipment as required.
- Ensure the integrity and accuracy of daily, weekly, and monthly measurements of system receipts, throughput, deliveries, and inventory volumes.
- Manage inventory and quality control to meet the standards required by the Operations and Commercial groups.
- Assist in all measurement and quality inspections, investigations, and assessments as required.
- Develop, monitor, evaluate, and recommend changes in equipment and company practices/standards relative to crude oil and custody transfer.
- Manage meter proving and assure quality and measurement is conducted in accordance with applicable regulations and company standards.
- Assist the District leadership team with fulfilling their accountabilities, as required.
- Provide agreed-to information and advisory services to other Plains departments, as required.
Qualifications:
- Bachelor’s degree, technical education, or equivalent on the job experience
- A minimum of 8 years’ experience in measurement systems for petroleum, instrument calibration, meter proving, and custody transfer measurement / allocation
- Excellent written and interpersonal communication skills with the ability to work with a wide range of coworkers in a field environment
- Proficiency in use of Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams) and related tools, including spreadsheets
- Ability to communicate technical, digital, and complex analytical data in a form that supports decision making
- Thorough understanding of codes of practice, regulations and standards
- Cleared criminal history (background) check and satisfactory reference checks
- Compliance with the company’s Drug & Alcohol Policy including pre-employment testing
- Valid state driver's license and driving record satisfactory to the company and its insurers
