Plains has a current opening for a Manager, Tanks & Facilities, to work out of our Houston head office. Reporting to the Manager, Operational Integrity, and acting as the primary point of contact for Operations, you will oversee and manage integrity related activities for our tanks and facilities across Plains’ US asset footprint. Our ideal candidate has business acumen and a strong project management background that will support project optimization in line with broader business needs and ensure projects are completed on time, within budget, and to the highest standard. Travel is expected and required ( / - 50%).

Responsibilities :

  • Oversee tank and facility integrity-related activities with a focus on budgeting, spending, and cost reduction.
  • Ensure data is effectively managed according to applicable regulations and Integrity Management Program requirements.
  • Develop and maintain project schedules, establish milestones for each phase, conduct regular progress reviews, and make necessary adjustments for on-time delivery.
  • Understand project costs pertaining to labor, equipment, and material forecasts, while skillfully managing budget.
  • Guide the project team to meet KPIs covering safety, quality, schedule, productivity, and cost.
  • Assign and review work for field tank and facility supervisors, demonstrating leadership and mentorship to foster their technical progress and growth.
  • Oversee standardization of tank and facility integrity management project execution, data collection, and record retention.
  • Analyze spending and work to ensure resources are allocated effectively.
  • Oversee adherence to quality control and safety programs.
  • Proactively mitigate potential schedule delays and maintain project progress.
  • Review data to ensure tank and facility integrity activities are compliant with applicable standards and regulations. Identify areas of non-compliance and take corrective action as necessary.
  • Provide subject matter expertise for field tank inspectors, operations, and engineering projects.
  • Provide detailed communication to stakeholders and deliver timely project updates and reports.

Qualifications :

  • 10 years of field project management experience.
  • Working knowledge of API 650, 653, DOT Part 195 regulations and / or experience with tank construction or maintenance.
  • API 653 and AMPP CIP level 1 certifications preferred.
  • Working knowledge of procedures for tank repairs such as tank cleaning, welding, material selection, and application, or capable of quickly learning procedures identified in API standards and practices relating to aboveground storage tanks.
  • Demonstrated expertise in conflict resolution, managing disputes, and upholding project unity.
  • Able to write and communicate clear scopes of work for communicating timelines, cost, and associated resource requirements.
  • Strong computer skills, including Microsoft Office Suite (Word, Excel, and Outlook) and industry applications.
  • Previous supervisory experience, leading and engaging team members, considered an asset.
  • Excellent written, verbal, and interpersonal communication skills.
  • Willingness to travel to field locations ( / - 50%).
  • Cleared criminal history (background) check and satisfactory reference checks.
  • Compliance with the company’s Drug & Alcohol Policy including pre-employment testing.
  • Valid state driver's license and driving record satisfactory to the company and its insurers. #Plains
