JOB SUMMARY

The Compliance Coordinator ensures the organization’s compliance with our capital funders for affordable housing units. This includes tenant eligibility requirements; maintains tenant files; reports to funders; and supports the Compliance and Payee Manager in ensuring agency compliance through pre-audit reviews, support of Property Management and Social services staff, and analysis and development of policy.

ESSENTIAL JOB FUNCTIONS:

  • Responsibility for managing the initial and ongoing income certification process for residential rental units to ensure compliance with Plymouth’s capital funders including Seattle Office of Housing, King County, Commerce, WSHFC, and our syndicators, NEF and Enterprise, for Plymouth tax credit properties.
  • Observes and Implements additional compliance data requirements such as tenant rent calculations and documentation for auditing purposes applicable to the social services department and other funding grants.
  • Develops and implements policies and procedures to address audit findings and regulatory changes for capital funders, subsidy providers and other contractual commitments.
  • Oversees recertification process and works closely with Property Management to ensure accurate and timely completion.
  • Assembles training materials and conducts individualized and group trainings for on-boarding new staff positions for tax credit and Section 8 subsidy programs in collaboration with the Property Management and Social Services departments. training includes compliance guidelines, requirements and standards.
  • Review applicant files to determine initial eligibility for all units, providing support and feedback to Rental Office for eligibility documentation and requirements to provide final approval on all applications.
  • Determine eligibility for all live-in staff, complete initial and ongoing recertification paperwork for restricted staff units.
  • Coordinates the move in for all live-in staff alongside Human Resources, Property Management and Payroll.
  • Sets up all live-in staff in database system. Completes income and rent calculations for CoC/McKinney units at Williams and Operating and Maintenance subsidies.
  • Tracks and enters tenant information into database system and excel spreadsheets on a monthly basis as required by funders, providing annual reporting and other reports, as needed.
  • Review new move-in files to ensure that lease and other required is timely and accurately completed and audit ready. Sets up file information for new properties which includes creation of compliance binders, funding contract matrix and building specific eligibility checklists. Assists with property and unit set up in database system.
  • Reviews, scans, and uploads 100% of initial tenant files during initial lease up of new properties for review by auditors as lease up occurs. Instructs building staff to complete auditor required corrections to close out initial review.
  • Ensures all required original lease up paperwork is stored properly in fireproof cabinets as required by Low-Income Housing Tax Credit (LIHTC) Washington State Housing Finance Commission regulations.
  • Assists the Compliance and Payee Program Manager in interpreting and communicating city, state, federal, funder, and contractual ordinances, laws, regulations, and requirements, in part through policy and procedure review and development. Works closely with Compliance and Payee Manager and other departments to problem solve database system issues.
  • Routinely investigates unique tenancy situations and advises Plymouth staff on compliance regulations and requirements by reviewing the HUD occupancy handbook, funders’ regulatory agreements, and accessing other informational resources.
  • Works directly with Seattle Housing Authority (SHA) staff by monitoring and distributing SHA correspondence to appropriate Plymouth buildings; includes application approvals, completion of annual/interim reviews and by assisting in the resolution of other compliance issues.
  • Provides rental references for former tenants.
  • Annual archiving of former tenant files.
  • Works in collaboration with the Finance department to ensure current contract rents are entered accurately in database system.
  • Ensure residents are not paying over the maximum rents or over 30% of their income toward rent at any point during tenancy. Reviews Seattle Housing Authority’s calculations for rounding errors and for regulatory conflicts where tenant rent calculations exceed max rents.
  • Monitor funder income limits and annual cost living of living increases for Social Security; communicates to appropriate staff to ensure timely and accurate implementation.
  • Update internal tracking systems such as contract rent spreadsheets, building coding, and building contracts matrix.
  • Performs other related duties as assigned.


ESSENTIAL JOB QUALIFICATIONS:

(Any equivalent combination of knowledge, skills, abilities, education, and experience)

Education: Bachelor's degree in related field or associate degree with two years related experience or an equivalent combination of education and work experience.

Experience: A minimum of two years of experience in a related field.

Licensure/Certification: C3P Certification within a year of hire or as soon as it is offered. WSHFC Fundamentals and Advanced Workshop.

  • Familiarity with quality assurance practices and reporting to public and private funders.
  • Good organizational skills with ability to prioritize effectively and meet deadlines in a professional manner.
  • Proficient and experienced with Microsoft Office applications, particularly Word, Excel, and Outlook. Must be able to work efficiently and effectively with customized databases and technology and conduct Internet research.
  • Thorough attention to detail.

Desired Qualifications:

  • Training in compliance issues, HUD regulations and tax credits is desired.
  • Experience working with vulnerable populations is desired.
  • Experience with completing income and rent calculations is desired.
