Position Summary:

The Associate Director of Clinical Assessment Initiatives provides oversight and management of all clinical assessment functions within the Behavioral Health and Justice Division (BHJD). This includes oversight of the Forensic Support Team (FST), planning and development for Philadelphia’s First Judicial District Court Clinic, and collaboration with the Division of Intellectual Disability Services to determine how to best serve the needs of justice-involved individuals with neurodevelopmental and neurocognitive conditions.

The Associate Director of Clinical Assessment Initiatives manages the clinical components of all programs being developed and implemented within the Division. This includes providing and linking to clinical expertise to inform decision making, program development, ongoing program support, data management and analyses, reporting, and policy work. It also includes supervision of the staff psychologist, FST Supervisor, select Masters-level Clinical Assessors and select BHJ Interns.

Duties and Responsibilities:

Specific duties include:

  • Manage FST, in conjunction with the Staff Psychologist and FST Supervisor.
  • Participate in the BHJD Directors Team.
  • Collaborate on strategic planning related to improving policies and programs for justice-involved Philadelphians with behavioral health needs.
  • Manage clinical aspects of programs under development within the Division, including interventions, screening/assessment, and care coordination.
  • Provide and link to clinical expertise as needed for programs under development and during ongoing implementation.
  • Provide technical assistance, as needed, to provider agency staff regarding implementation of behavioral interventions.
  • Assist with the recruiting, selection, and hiring of the BHJD Psychology Resident.
  • Assist with the editing and publishing of the ACLU Settlement Monthly Report.
  • Ensure supervision is provided to psychologists, Psychology Residents, and other license eligible staff as required and in accordance with the guidelines of the respective professional associations.
  • Assist with training of internal and external staff.
  • Provide training and presentations as needed, including BHTEN Forensic Training Series and trainings for legal partners.
  • Provide clinical oversight to research, evaluation, planning, data management, and reporting.
  • Cultivate partnerships to create innovative solutions for specialized clinical forensic populations.
  • Represent BHJD, DBHIDS, and Philadelphia County on committees, at conferences, and at meetings as needed.
  • Chair internal and external meetings as needed, including the BHJD/CBH Huddle, Reentry Committee meeting, Philadelphia Running of the List meeting, Legal Strategy meeting, CJAB BH Subcommittee, Forensic Steering Committee-, and others.
  • Interface with a wide range of internal and external multidisciplinary partners, including, but not limited to judges, attorneys, police officers, corrections officers, jail staff, provider agencies, psychiatrists, nurses, social workers; to facilitate systems improvement.
  • Attendance at conferences to represent and support DBHIDS as assigned.
  • Other duties as assigned.

Skills Required:

Demonstrated skills in communication, problem solving, decision making, and leadership. Ability to skillfully communicate verbally and in writing with a variety of multidisciplinary partners, including judges, attorneys, police officers, corrections officers, jail staff, provider agencies, psychiatrists, nurses, social workers. Ability to manage many projects simultaneously. Supervision and leadership skills required. Knowledge of Philadelphia behavioral health and criminal justice systems strongly preferred.

Education and Experience:

Dual degree in psychology and law (PhD/JD), or Doctoral degree in Psychology or a related field from an accredited program is preferred. A Master’s degree in Psychology or a related field from an accredited program will be considered in conjunction with highly relevant, and specialized, and extended clinical forensic experience. Clinical license or ability to obtain license within one year of hire in good standing is required. Five years of clinical forensic experience working in a public mental health setting is preferred. Supervision experience required.

Physical Demands:

Ability to physically perform the duties and to work in the environmental condition required such as maneuvering in office space-reaching file cabinets, fax and copier machines when necessary. Must be able to sit up for up to 2 hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions. Able to travel locally via public transportation and on foot from 1601 Market Street to 1101 Market Street, CBH, and various other destinations as needed.
