Position Summary:

This position will be responsible for (i) the development and implementation of social marketing and community facilitation initiatives connected with a 2023 Systems of Care Expansion Grant award from the Substance Abuse and Mental Health Services Administration (SAMHSA) to the Department of Behavioral Health and Intellectual disAbilities Services (DBHIDS) under the leadership of the County System of Care Manager for 0.5 FTE and (ii) an additional 0.5 FTE under the leadership of the Asst. Director of Communications to help oversee the Department's social media channels. This position is part of a larger team responsible for expanding Philadelphia's system of care for youth with serious behavioral heal needs and their families (SOC unit) and will coordinate activities in the local community/ state and will receive support from the DBHIDS Communications Director and staff in coordinating the social marketing efforts.

Duties and Responsibilities:

  • Under the guidance of the PSOC Manager, develop, implement, and update a Community Outreach and Marketing Plan for the SOC unit, as well as facilitation of awareness activities in the community
  • Conduct planning, development, and implementation, of ongoing community outreach activities to support mental health awareness and strengthen partnerships with SOC/ DBHIDS in the community (especially the Community of Care councils), including primary oversight of Annual Children's Mental Health Awareness Day events and activities
  • Develop, maintain, and prepare content for PSOC outreach and website in collaboration with the Family Member Committee (FMC) and Youth MOVE Philadelphia (YMP).
  • Creation and dissemination of marketing materials regarding the SOC unit, including, but not limited to, logos, brochures, flyers, and other promotional items
  • Work with the PSOC Staff to implement Community of Care council strategies and connect to PSOC programs (e.g. Family Member Committee, Youth Move Philly).
  • Oversee the scheduling of monthly Community of Care councils and coordinating necessary materials for the PSOC Facilitators with the Community Coach(es).
  • Provide onsite coaching and assistance for Community Facilitators as well as support for the additional Community of Care councils as available as an alternate for Community Facilitators who are unavailable due to absence, sickness, or vacancies
  • Under the guidance of the Communications Assistant Director, plan, develop and execute comprehensive communications strategies, including, public education activities and outreach efforts aimed at promoting PSOC and the Department
  • Develops monthly content toolkits and coordinates social media campaigns for the Department's various social media sites, including X, Facebook and other similar outlets.
  • Serve as the Department's social media representative at meetings held by Mayor's Digital Director
  • Attend routine PSOC and Communications team meetings as directed
  • Other duties as assigned

Skills Required:

  • Ability to engage youth, family, and community members to understand their perspective and tailor outreach and awareness
  • Ability to multi-task and meet deadlines in a fast-paced environment
  • Capacity to successfully manage two sets of responsibilities for two programs and supervisors
  • Ability to work independently as well as part of a team
  • Knowledge of children's behavioral health system and other child-serving systems and their roles and responsibilities (preferably in Philadelphia)
  • Strong group facilitation skills, including the foster collaboration and build consensus
  • Ability to mentor and support others in achieving their goals
  • Ability to work well with diverse groups of individuals and organizations, including family members and youth and those from under-resourced communities
  • Understanding of current and emerging social media platforms and their use
  • Understanding of strategies to develop social media engagement and campaigns
  • Creative/ Self-starter with ability to work independently
  • Experience with Microsoft Office tool including Outlook, Word, Teams, etc.
  • Excellent interpersonal, oral and written communication skills
  • Excellent organizational skills

Education and Experience:

  • Bachelor's Degree in Communications, Journalism, Marketing, Social Sciences or related field. Master's degree preferred
  • Three years prior experience in community outreach/ awareness or social marketing required. Preferably in social services or behavioral health field.
  • Prior experience communicating with a broad constituency of stakeholders in a health-related field
  • Knowledge and familiarity with the behavioral health and child serving systems in Philadelphia is desirable.
  • Lived experience with Philadelphia youth-serving systems and the SOC framework strongly preferred

Essential Functions:

  • Ability to travel to mandatory meetings and job-related events. Must be willing to work non-traditional hours (evenings and/ or weekends) as needed

Other Job Requirements:

Local travel within Philadelphia County. Reliable access to transportation required. Driver's license preferred. Must possess a valid driver's license and an acceptable driver's record when operating a company vehicle during work hours for work-related activities.
