Position Summary:
The PSOC Manager is a leadership position that provides oversight, management, and coordination of multiple teams responsible for upholding/leading Philadelphia’s System of Care, within the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS). The PSOC unit is responsible for expanding a family–driven and youth-guided, culturally and linguistically competent, trauma-informed system of care for children and youth with serious behavioral health needs and their families. System of care refers to the array of coordinated community-based, culturally and linguistically competent services and supports that involves collaboration across agencies, families, and youth for the purpose of developing and improving services, access, and outcomes. The PSOC unit manager provides oversight for three (3) core teams designated for Family Empowerment, Youth/Young Adult Leadership, and Community Activation, as well as direct, ongoing consultation with CBH Children’s Complex Care team responsible for implementing key grant services.
Under the guidance of the DBHIDS Senior Administrator for Child and Family Services, the PSOC Manager is responsible for implementation of the multifaceted, multilevel process in advancing a system of care, which includes:
- Facilitating expansion at the service delivery level to provide a broad array of effective, evidence-based, community treatment services and supports to children and families in an individualized and coordinated manner
- Enhancing development at the local system level to plan, implement, manage, and evaluate the system.
- Supporting local/state policy, financing mechanisms, training, and other structures and processes to sustain systems of care.
This position has primary responsibility for key elements of the implementation, maintenance, and expansion of the system of care in partnership with the PSOC Community Leadership Team (CLT), regional PSOC Community of Care councils, and other key stakeholders. This will include working collaboratively with children’s initiatives across DBH and CBH (prevention through treatment continuums), as well as City’s partners within key child-serving agencies (e.g., Department of Human Services, Family Court, Juvenile Probation, Philadelphia School District), family member and youth leaders, community organizations, and children’s behavioral health providers. This will also include all initiatives targeting all age ranges for children and youth (i.e., birth-transition age young adults), including the DBHIDS/CBH Early Childhood initiative, the Office of Intellectual disability Services (IDS) Early Intervention Unit, children’s primary care networks and hospitals, and other agencies/organizations supporting comprehensive, integrated care and social-emotional wellness for children and families in Philadelphia.
This position supervises PSOC team coordinators and supervisors, including the Family Coordinator, the Youth Coordinator, the Social Marketing Coordinator, and the Assistant Manager of SOC Operations, as well as other contracted consultants as necessary to support the Philadelphia System of Care. This position is guided by the goals and recommendations outlined in Philadelphia’s Blue Ribbon Commission on Children’s Behavioral Health Report (2007), the Philadelphia Compact and the Pennsylvania System of Care. This position reports to the DBHIDS Senior Administrator for Child and Family Services.
Duties and Responsibilities:
- Oversee the development and implementation of an annual comprehensive strategic plan for Philadelphia System of Care that addresses key goals and objectives aligned with the vision and mission of the Department children’s work.
- Supervise (and hire as necessary) coordinators, supervisors, and staff for Philadelphia System of Care unit, including the Family Coordinator, the Youth Coordinator, the Social Marketing Coordinator, and the Assistant Manager of SOC Operations.
- Provide oversight and support for core Family- and Youth-led committees and workgroups, including the PSOC Family Member Committee and Youth M.O.V.E. Philadelphia workshops.
- Provide oversight and monitor the Community of Care monthly councils throughout eight (8) neighborhoods regions in Philadelphia, which actively engage broad-based and diverse partners (e.g., families, youth, community organizations) in partnership and collaborative relationships focused on community-driven goals and projects related to youth and family behavioral health and wellness
- Plan, coordinate and facilitate regular weekly meetings of the PSOC leadership team, as well as bi-weekly meetings with the PSOC Community of Care Facilitators team, in addition support for children’s strategic special initiatives.
- Implement and uphold policies and procedures relevant to the System of Care Leadership Team and operational aspects of SOC implementation.
- Monitor expansion and provide technical assistance regarding the expansion of High Fidelity Wraparound and FOCUS intensive care coordination services through partnership with the Senior Director of Children’s Complex Care at CBH.
- Provide consultation and guidance to key contractual partners (i.e., Philadelphia Family Voices, NAMI Philly, University of Penn), responsible for implementing and evaluating support services connected to PSOC.
- Monitor expenditures throughout budget year and ensure spending is within proposed levels and used according to City and federal guidelines in consultation with DBHIDS’ Fiscal staff.
- Develop and submit programmatic and budgetary reports as necessary.
- Write and contribute to CMHI and other grant funding proposals to support the expansion of evidence-based and innovative service models.
- Oversee marketing and social marketing of System of Care, supported family-driven, youth guided care and workforce development with specific focus on trauma-informed systems, cultural and linguistic competence, family engagement and System of Care leadership.
- Provide leadership/direction and support to staff, consultants, trainers and facilitators.
- In collaboration with the CBH evaluation and Quality units, and contracted evaluators as needed, assure compliance with City requirements as well as a focus on continuous quality improvement (CQI) for child and family outcomes.
- In collaboration with the DBHIDS Senior County Administrator and children’s leadership at CBH and other stakeholders guide the development and implementation of DBHIDS’ childhood mental health strategy.
Skills Required in Order to Be Successful in this Role:
Expert knowledge and understanding of System of Care/CASSP principles and concepts, including family driven and youth-guided care, trauma-informed practices, cultural and linguistic competence, and cross-system integration.
Expert knowledge of the range of behavioral health needs of children, adolescents, evidence based practices to address such needs, understanding of the role of families and peers’ support in promoting social and emotional well-being.
Knowledge and understanding of children’s behavioral health systems and programs.
Knowledge and understanding of child serving systems (e.g. child welfare, juvenile justice) and programs.
Advanced training and experience with large scale implementation of EBPs, preferably High Fidelity Wraparound or FOCUS care coordination.
Demonstrated ability to analyze data and the understanding of evaluation and its role.
Demonstrated ability monitoring budgets and ability to manage/track expenditures.
Excellent management and supervisory skills; including ability to motivate and inspire staff. Ability to foster collaboration, build consensus and inspire a shared vision.
Ability to work well with diverse groups of individuals and organizations, including those from culturally diverse or under-resourced communities and family members and youth who may be living with behavioral health issues and/or have trauma histories.
Ability to manage contract and grant requirements, including submission of required reports.

Education and Experience:
Master’s Degree (or higher) in Social Work, Psychology or other related human services field with at least 8 years’ experience in the children’s mental health field, in progressively responsible positions. At least 5 of these 8 years shall have been in a supervisory or administrative capacity. Experience working with child welfare or juvenile justice systems a plus. Prior experience and demonstrated competency with System of Care implementation and High Fidelity Wraparound as evidence-based approaches preferred.
