Job Summary:
Point One seeks a Mobility Support Expert who will work on-site assisting Naval Weapons Station Yorktown in the following areas:
Duties and Responsibilities:
· Expertise and subject matter expertise in Ordnance Operations, Plans, Requirements, and Readiness.
· Support NAVELSG’s role as technical authority for all aspects of ordnance/explosives operations.
· Plan and conduct complicated, comprehensive independent analytical studies/reviews for all Fleet Ordnance Support programmatic policies for subordinate commands.
· Collect detailed monthly workload performance output metrics to monitor and capture all aspects of operations.
· Support FOS programs to include explosives safety/processes, occupational safety and health, operational risk management, ordnance handling training and other mandated technical requirements for the effective application of policies and directives.
· Perform annual comprehensive on-site Operations Support Technical Assist Visits/Evaluations for subordinate echelon IV commands both CONUS and OCONUS.
· Provide detailed technical data analyses and recommendations for workload related realignments.
· Perform special interest independent evaluations, assessments and studies directed by higher authority.
· Analyze NAVELSG Operations Plans, directives and revisions to command instructions, regulations, Standard Operating Procedures (SOP), and policy directives for departments and subordinate commands.
· Serve as program analyst and technical authority for NAVELSG and its subordinate Units/Detachments.
· Attend high level working groups, conferences and meetings associated with ordnance operations, plans and NAVELSG future requirements.
· Provide continuous analyses, technical review, audit and program support for the maintenance, upkeep and procedural compliance of all command-wide SOP associated with ordnance operations.
· Develop and implement doctrine, organization, training, materiel, leadership/education, personnel, facilities, and policy (DOTmLPF-P) requirements for emerging capabilities.
· Assist in the development, implementation, and revision of MCC and UMCC Standard Operating Procedure guidelines in conjunction with both the NAVELSG and NECC.
· Validate movement requests and Time-Phase Force Deployment Data (TPFDD) from subordinate units.
· Assist in plan development, management, and accountability of TOA embarked via surface or strategic airlift.
· Review, maintain, and provide updates to current Embarkation directives and instructions.
· Review and maintain ATTLA certification letters for all TOA assets.
· Develop Group guidance and assist NELR and NCHB units with development of Embark Organizational charts, Embarkation organization billet descriptions.
· Assist with the full mobilization plan (FMP) ensuring all mobilized reservists can deploy supporting major combat operations.
· Provide training department support, including assisting with course instruction and curriculum development.
Qualifications:
· Minimum 5 years of experience within the past 10 years in of hands-on subject matter expertise for expeditionary unit mobility planning and execution with demonstrated proficiency in:
o Transportation of Hazardous Materials
o Ability to create Organizational Equipment List/ Unit Deployment List OEL/UDL using the unit movement system.
o Ability to create aircraft load plans using the unit movement system.
o Ability to create ship load plans using the unit movement system.
o Ability to create RFID tags and upload data to a RF-ITV server.
o Ability to submit and track Time-Phased Force Deployment Data.
· The following training Department of Defense and Department of Transportation certificates are required:
o Transportation of Hazardous Materials Course
o Aircraft Load Planner’s Course
o Embark Movement Systems Software Course
o Cargo Preparation and Unit Movement Course
o Joint Inspector Certification
