Healthy Families is a free, voluntary, home visitation program designed to promote and enhance the healthy development of children and families. The program (parenting classes, parenting programs) promotes positive parenting and works to reduce negative childhood outcomes, including abuse and neglect.

The program offers outreach services designed to build trusting relationships, promote positive parenting, enhance maternal-infant bonding and attachment, enhance the child's physical, emotional and educational development, and enhance parent-child interaction. Assistance also is provided to participating families in the use of available community services and resources.

Healthy Families offers positive parenting classes for parents, expectant parents and caregivers.

MAJOR FUNCTION

Under the direct supervision of the Healthy Families Manager, the Program Manager oversees the Healthy Families support staff and Family Support Specialists in optimizing the home environment for the physical and mental well-being of children who are at risk of being abused / neglected, and their families.

ILLUSTRATIVE DUTIES

Provides supervision of team supervisors within assigned area.

Ensure that orientation and training is provided to all staff.

Recommends personnel actions such as selection, evaluation, promotion, staffing and discipline up to and including discharge.

Monitors supervision, case management and staff performance.

Assists in developing policies, procedures and protocols as needed to carry out project activities and objectives. I

s responsible for assuring that staff has materials and training needed to perform all aspects of their work, particularly parent-child interaction facilitation.

Assists in completing reports and maintaining required data collection systems for projects, including information for monitoring reports and project evaluations.

Attends meetings, required in-services, case conferences, training and other meetings as required.

Demonstrates ability to work as part of a team.

Responsible for displaying a positive guest relations attitude.

Responsible for maintaining a professional and safe unit and work in line with the image desired for the organization.

Monitors quality management activities.

Assists in the preparation of the annual budget and monitors program expenditures.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Possess good interpersonal skills and an ability to relate to staff, clients, and their families.

Must have effective planning, time management and organizational skills.

Must be able to read, write, and speak the English language in an understandable manner.

Must be willing to work on call and / or be available to supervisors in a crisis on a 24 hour basis.

May be required to lift, move, or maneuver equipment and / or supplies that may weigh up to thirty (30) pounds.

Ability to see and hear at normal levels.

May be exposed to hazards, contaminations, and infectious diseases including HIV and Hepatitis B viruses.

MINIMUM QUALIFICATIONS

Graduate of an accredited four (4) year college or university bachelor's with major course work in a related health or human services field.

Must have three (3) years program work experience in client services.

Must have one (1) year supervisory / administrative experience in a human services program including experience in maternal / infant health, child abuse and neglect.

A comparable amount of related training and experience may be substituted for the minimum qualifications at the discretion of the Health and Human Services Director.

Must possess a valid driver's license or be able to secure a valid Florida driver's license at the time of employment. Must not have had a preventable crash or a moving violation within twelve months.

SPECIAL PREFERENCE

Bilingual abilities (speak, read, write) a plus.

SPECIAL REQUIREMENTS

Applicant is required to complete a Level 2 background screening (FBI Check) prior to employment. Applicant must also sign the Healthy Families Florida Standards of Confidentiality and Information Sharing Form, The Department of Children and Families Security Agreement and the Affidavit of Good Moral Character form prior to employment.

Must be willing and able to work a flexible schedule to accommodate the needs of program participants. Must have a home telephone at the time of employment as employee is subject to call.

Any Healthy Families staff personally involved in a Department of Children and Families investigation is required to notify their direct supervisor. Due to the nature of the work done by Healthy Families, this type of incident and / or failure to report such an incident may put the program in a position of public disrepute and therefore result in disciplinary action for the employee.

The Healthy Families Division is responsible for assisting in the Emergency Management Operations for Polk County in the event of an emergency such as a hurricane. The Healthy Families Division staff may be called upon to staff special needs shelters or assist with arranging transportation for participants.

This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
