MAJOR FUNCTIONS
Acts as a liaison between the Utilities Division and the Special Magistrate Office and performs technical and professional duties for Water Resource Education and Enforcement (WRE) projects, including but not limited to ensuring accurate records are maintained for violations of the Utilities Ordinance, BoCC agenda requests, preparing reports and correspondence as well as maintaining assigned databases in support of the WRE programs and regulated by the Environmental Protection Agency, the Florida Department of Environmental Protection (FDEP), the Polk County Health Department and the Water Management Districts.
The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.
ILLUSTRATIVE DUTIES
- Reports to the Utilities Environmental Manager or his/her designee and assists senior staff in the implementation of assigned programs.
- Aid in the preparation of necessary documentation for processing cases to Special Magistrate hearings for the Water Resource Enforcement program
- Conduct public education activities related to the Water Conservation, Reclaimed Water and Industrial Pretreatment programs
- Perform weekly periodic environmental monitoring of designated wetlands
- Perform stand-by reporting for abnormal events on a weekly periodic basis
- Input data into multiple database tracking systems and review the data entered by others for quality control and compliance requirements. Specific reports may be requested to evaluate critical trends or prepare projections.
- Track the status of assigned program deadlines to report during the weekly team meeting.
- Receives and records Water Resource Enforcement water use complaints and verifies information necessary to prepare files/records according to established office practices and procedures.
- Independently follows up with customers on enforcement requests and issues.
- Communicates with the Board of County Commissioners staff, legal practitioners, business professionals, County staff and the public via telephone, e-mail and personal contact in a highly professional manner.
- Assists public by telephone or in person guiding them according to Water Resource Enforcement established procedures.
- Discusses with investigators and staff, information regarding potential water use violations.
- Utilizes Property Appraiser, GIS DataViewer (Global Information System), CIS (Customer Information System) Infinity and other Polk County Utilities programs to research status of property ownership and responsibility.
- Maintains calendars for Investigators and case management.
- Tracks and processes large volumes of certified and registered mail as well as regular mail.
- Notarize various documents for investigative staff.
- Keys ownership and complaint information into database, working closely with the Investigators as they report from the field.
- Prepares required reports and documents for mailing and for postings.
- Prepare code enforcement forms including Courtesy Letters, Notices of Violation/Notices of Hearing, Affidavits of Hearing, Affidavits of Posting, Affidavits for provided photographs for deputies and/or staff.
- Prepare legal packets for vendor abatement, Special Magistrate hearing packets, lien searches for Code cases and other related files.
- Performs clerical and other record keeping duties using typewriters, personal computers, remote computer terminals, calculators, copy machines and other office equipment.
- Actively participates in the preparation and presentation of compliance notifications and educational information to county employees and the public.
- Schedules Special Magistrate Hearings for the Investigators.
- Prepares files for electronic archiving and scans as necessary.
- Perform other related duties as required.
KNOWLEDGE, ABILITIES AND SKILLS
- Knowledge in one or more of the following areas related to utilities management, such as: hydrology, geology, biology, chemistry, physics, engineering, water and wastewater treatment, industrial pretreatment, or fats, oils, and grease management.
- Knowledge of the apparatuses and techniques used in field testing for pollutants and the qualitative and quantitative analysis of water and wastewater and be able to perform said testing.
- The employee must be able to review and interpret Federal, State and Local regulations.

- Skill in utilizing computer software packages, spreadsheets, and databases; Microsoft Outlook, Word, Excel, PowerPoint, and Teams. Other software utilized by the Division such as CIS Infinity, Lucity CAM (Computerized Asset Management), HachWIMS (Water Information Management System), Simplify I3 and PowerBI is preferred.
MINIMUM QUALIFICATIONS
Must have valid driver’s license and be able to secure a valid Florida Driver’s License at the time of employment within this classification.
Graduate of an accredited two (2) year college or university with major course work in physical or natural science and have a minimum of two (2) years of related program work experience that includes water, wastewater, reclaimed water, utility administration, utility compliance or familiarity with Code Enforcement Procedures and customer service skills.
A comparable amount of training and experience may be substituted for the minimum qualifications.
SPECIAL REQUIREMENT
This position will be required to report for work when a declaration of emergency has been declared in Polk County.
