Utilities - Utilities Maintenance Supervisor (Electrical)

MAJOR FUNCTIONS

Supervisory and technical skilled work as the Utilities Electrical Maintenance Supervisor. Oversees and performs various skilled tasks related to the installation, maintenance and repair of electrical equipment at pump stations water treatment facilities and wastewater treatment facilities, and to electrical equipment related to the supply, transmission, treatment, and assurance of the integrity of utility infrastructure assets. Assures water quality compliance with State and federal regulations. Trains, assigns, supervises, and directs the daily activities of assigned personnel. Oversees building and ground maintenance of all utility operation facilities. Performs electrical work in the absence of assigned personnel.

ILLUSTRATED DUTIES

• Performs, plans, directs and oversees the daily maintenance and upgrades of, and repairs to, electrical equipment used at pump stations and wastewater facilities, and electrical equipment used in production of potable water.
• Installs, troubleshoots, adjusts and repairs a wide variety of electrical, electronic, hydraulic, mechanical and telemetry equipment including pumps, motors, transducers, cathodic protection rectifiers, emergency generators and a variety of hand and power tools.
• Operates a variety of equipment including specialized equipment, computers, meters, gauges, vehicles and hand and power tools.
• Reads and interprets mechanical, electrical and electronic blueprints, schematics and diagrams to troubleshoot and resolve system and equipment malfunctions and to determine needed repairs
• Detecting and reporting electrical equipment malfunctions and ensuring that corrective measures are taken when malfunctions occur.
• Establishes and maintains preventive maintenance programs for various electrical equipment utilized within Utilities Operations.
• Maintains adequate inventories of parts and supplies; determines need for, and requisitions or purchases, parts and supplies according to established policies and procedures.
• Responds to emergencies and coordinates standby teams to respond to after-hour emergencies.
• Assists Utilities Regional Managers by supervising assigned electrical maintenance personnel engaging in construction, maintenance and/or repair of the water, wastewater and reuse facilities in the region. Trains, assigns, supervises and evaluates the technical work of assigned personnel; inspects work in progress and after completion to assure compliance with work orders and applicable laws, codes and standards; assists crews when necessary; develops weekly work schedules and priorities for assigned personnel and work projects and special projects to be completed; enters work schedules into department’s computer system; reviews time sheets, prepares reports; conducts performance evaluations; coordinates orientation and on-going training of workers; disciplines personnel as appropriate according to established policies and procedures; assists with job interviews; ensures all technical and personnel problems are resolved using established procedures.
• Makes routine inspections of regional facility sites to plan facility expansion; to oversee the performance of, and give any necessary direction/training to, electrical maintenance staff; and to ensure assigned electrical personnel comply with all Federal, State and Local rules and regulations.
• Managing projects by estimating time, material and labor costs; working with engineers to determine the best method to resolve problems; documenting repairs; writing work orders; supervising, documenting and monitoring work costs.
• Submitting requisitions.
• Contributing to the development and preparation of the annual budget by assisting with cost estimates and coordinating the preparation of specifications for equipment and materials.
• Writing personnel evaluations.
• Completing records, reports and related forms as required.
• Assists other regions when personnel shortages occur.
Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

Knowledge of:

• Principles, procedures and practices involved in the installation, diagnosis, maintenance, repair and operation of a variety of equipment, motors and networks common to water production and distribution, water quality control and wastewater treatment and distribution.
• Policies and objectives of assigned programs and activities.
• Occupational hazards and safety precautions of the electrical trade.
• Telemetry System Supervisory Control and Data Acquisition (SCADA) technology.
• Lockout/Tagout Program and Confined Space Program.
• Database computer hardware and software utilized by the unit (i.e. Word, Excel, , CMMS, Windows ).
• Interpersonal skills, using tact, patience and courtesy.
• Principles and practices of supervision and training.
• Record-keeping techniques.

Ability to:

• Perform a variety of skilled work related to the installation, maintenance and repair of electrical equipment at pump stations and wastewater treatment facilities, and to electrical equipment related to the supply, transmission, treatment and assurance of integrity of potable water.
• Maintain current knowledge of technological advances in the field.
• Drive from worksite to work-site to provide plant maintenance and inspection, observing legal and defensive driving practices.
• Inspect facilities for maintenance and repair needs and for fire, safety and health hazards
• Respond to emergency and off-hour situations
• Interpret and work from technical sketches and blueprints
• Prepare work schedules and as-built drawings of work completed by mechanical and electrical staff
• Operate a computer terminal and work with the necessary database computer hardware and software.
