This is highly responsible, administrative, managerial and technical work related to planning and directing daily activities of water treatment plant operations and staff in the operation and maintenance of water production and water quality. Reports to Utilities Operations Manager.
- Plans, coordinates, directs and oversees water treatment operations.
- Manages supervisory staff engaged in one or more of the following: the operation, repair or upgrade of water plants, and planning with the maintenance group, staff training and development.
- Monitors plant operational processes, inspects preventive and corrective maintenance, repairs and upgrade projects, identifies and analyzes problems for corrective recommendations.
- Warrants that all assigned staff follows prescribed operations, maintenance and water quality methods while maintaining compliance to all County, State and Federal regulatory requirements.
- Provides immediate corrective actions to any non-compliance issues.
- Attends regularly scheduled staff meetings with Utilities Operations and Maintenance Manager. Administrative duties include responsibility for proper preparation and submittal of letters, memos, reports, work orders, material and services purchasing, etc. Familiar with and assist with County budget process.
- Acts on administrative and personal matters and functions of assigned staff as per accepted County policy in effect.
- Promotes professional working relationships within all Utilities regions and County work groups.
- Provides technical information to intra/inter County Departments, requesting engineers, developers, construction contractors and others.
- Confers with utility customers, officials and the public, investigating and resolving water service inquiries, problems and other complaints.
- Coordinates testing and sampling of water with Utilities Compliance Section.
KNOWLEDGE, ABLITITIES AND SKILLS
Knowledge of the methods, materials, equipment and practices used in the operation and maintenance of water production facilities, booster stations, and distribution systems. Includes water well pump replacement techniques, proper methods of repairing pumps and other mechanical water supply and apparatus. Knowledge of the occupations, public health, safety measures and precautions involved in water supply and treatment operations. (Must have working knowledge of safety requirements applicable to Polk County Utilities work sites) Knowledge of regulatory agency requirements related to the water industry.
- Ability to make independent judgement in daily operations, maintenance and emergency decisions.
- Ability to read, interpret, understand and follow blueprints and construction plans.
- Ability to read, interpret and follow County, State and Federal rules, regulations, guidelines, ordinances and laws. Ability to perform inspections, identify potential or existing problems and make corrective recommendations.
- Ability to communicate effectively, both orally and in writing.
- Ability to plan, assign, supervise and evaluate the work of assigned staff. .
- Ability to establish and maintain effective working relationship with employees, senior management, officials and the public.
- Ability to see colors, ambulate independently, bend, stoop, stand, drive from work site to work site to provide facility and project inspections. \Have the computer skills to be able to utilize software programs (i.e.: Word, Excel, CMMS, HTE, Windows, and GIS).
MINIMUM QUALIFICATIONS
Graduate of an accredited four (4) year college or university with major course work in environmental engineering, civil engineering, public health, business management, chemistry, biology, natural sciences or a related field and have five (5) years of combined experience in operations and maintenance of water production and distribution, with a minimum of four (4) years related supervisory experience.
Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.
A comparable amount of related training and experience may be substituted for the minimum qualifications.
SPECIAL REQUIREMENTS
Must have a Class “A” Water Treatment License as issued by the Florida Department of Environmental Protection.
Must have home telephone at time of employment as employee is subject to standby and/or call-out for emergencies.
This position is required to report for work when a declaration of emergency has been declared in Polk County.
