Summary: The position of Deputy Sheriff involves overall responsibilities of preventing, detecting and investigating crimes, apprehending criminals and other violators. Responding to emergencies and all other calls for Law Enforcement services. Keeping the peace, protecting persons and property and assisting the public. Deputy Sheriffs also assume primary responsibility for traffic enforcement, accident investigation, and assisting the judicial system in pursuing justice. Documenting events and occurrences. A Deputy Sheriff may be assigned primary responsibilities in one or more of the following areas: School Resources Officer, Recreational Patrol Deputy, Canine, Field Training / Instructing, Civil Process Server, Court Services Deputy, Investigation Unit, ERT / SWAT


Essential Duties: These duties represent the typical duties and responsibilities assigned to this position but may not be inclusive of all tasks performed. Communicate at all times in a professional and courteous manner. 

•The Deputy shall have knowledge of and be able to apply accepted Law Enforcement practices to encounters involving county ordinances, state and federal laws.
•Ability to deal with individuals under high stress and physically hazardous conditions when responding to calls, crimes, accidents, investigations, etc.
•Position and concern himself/herself always to prevent crime and protect property and persons.
•Respond to emergencies in a safe and expeditious manner.
•Report to "on-duty" status at any time when directed to do so by a supervisor.
•Control, govern and regulate the circumstances surrounding the scene of a crime, emergency or other event or occurrence.
•Monitor the activities of the department staff as well as other emergency service providers and take appropriate action toward aiding any officer, or emergency service provider exposed to danger or any situation where danger might be probable.
•Respond to all calls for service, act upon information or otherwise address concerns of the public without undue delay.
•Receive, initiate, evaluate, prioritize and disseminate information in an efficient and effective manner.
•Document occurrences and incidents in a timely, accurate and thorough manner.
•Conduct criminal investigations within the scope of their duties as thoroughly as possible.
•Properly gather and preserve evidence. Transfer evidence according to department policy.
•Competently testify in court.
•Render first aid to persons in need.
•Conduct rescue or recovery operations in any possible conditions.
•Conduct programs, presentations or otherwise concern himself/herself with educating the public on safety issues.
•Properly perform routine tasks such as arresting suspects, filing of reports and documents, radio and phone communications, vehicle care, office procedures, and maintaining a clean and safe work environment.
•Transportation of inmates.
•Communicate effectively with other law enforcement agencies, prosecutors, defense attorneys, court personnel, county, state, and federal agencies, other county departments, emergency service providers, inmates and the general public.
•Must maintain LESB law enforcement certification.

Marginal Duties and Responsibilities:
•Perform general clerical and data processing duties in support of the essential functions listed herein
•Required to attend training or staff development activities.
•Provide needed backup to other staff members during periods of absence and during peak workloads as directed.
•Responsible for knowledge of department programs to answer general questions, ascertain the appropriate contact within the department or county, or refer to an outside source in an efficient manner.
•Maintain a professional relationship with staff, peers, and upper management.
•Adhere to the Sheriff's Office policy of confidentiality.
•Attend and participates in staff meetings.
•Participate as a team member of the Sheriff's Office to improve efficiency and to cooperatively solve problems.
•Perform any other duties as assigned by a Sergeant, Lieutenant, Captain, Chief Deputy or Sheriff.

The Deputy that is assigned primary duties in the area of School Resource Officer will perform the following duties in addition to the essential duties and responsibilities previously stated:
•Develop and maintain a professional working relationship with students, the administration and staff of all the schools in Polk County, public and parochial, with special attention paid to the schools that request and welcome law enforcement assistance.
•Respond to calls for assistance that originates from a school environment.
•Offer assistance to local police departments in events and occurrences involving schools.
•Respond to crisis situations involving students in a school setting.
•Provide consultation to school districts regarding emergency action planning.
•Offer recommendations to schools regarding safety issues and crime prevention.
•Enforce state laws and local ordinances specific to school property.
•Communicate regularly with school officials and provide a presence in schools and at school functions as needed.
•Conduct off-season youth programs and community programs as warranted.
•Provide instruction to students in a classroom setting, using preventative drug, alcohol, tobacco; driver safety and anti-violence curriculum as established by the department.

The Deputy assigned primary responsibilities in the area of Civil Process will perform the following duties in a professional and courteous manner:
•Communicate regularly with the civil process clerk(s) to become familiar with the arriving papers and the status of docketed papers.
•Be familiar with WI Stats. 59.27 and 801.11 as it relates to the service of civil process and perform the assigned duties accordingly.
•Exercise reasonable diligence when attempting personal service by pursuing leads and information reasonably calculated to locate a person.
•Properly complete and file affidavits in all civil process procedures including writs, attachments, evictions, replevin actions, garnishments, postings and warrants.
•Be flexible with ones work schedule to efficiently execute papers on hard to locate individuals. The Deputy assigned the primary responsibility of Recreational Patrol Deputy will perform the following duties in a professional and courteous manner:
•Respond to active rescue emergencies involving snowmobiles, boats and all- terrain vehicles.
•Diligently pursue recovery attempts in reported drowning cases.
•Cooperate fully with other law enforcement agencies in the enforcement, rescue and recovery of recreational type activities.
•Properly maintain the Sheriff's Office recreational equipment including assigned vehicle, snowmobile, ATV, and watercraft.
Enforce state laws and local ordinances relative to recreational activities.
•Provide consultation and assistance to the Polk County Parks Department regarding county owned property.
•Attend required training as directed by the Wisconsin Department of Natural Resources.
•Have knowledge of DNR state funded programs and comply with the reimbursement requirements. The Deputy assigned the primary responsibility of Court Services Deputy will perform the following duties in a professional and courteous manner:
•Develop and maintain a professional working relationship with all members of the justice system and those that visit and conduct business in the Polk County Justice Center.
•Provide security and support to the court system and all those that use it.
•Provide law enforcement liaison services to Probation & Parole, Child Support, Mental Health Services, Juvenile Justice, AODA etc.
•Represent the Sheriff's Office at standing (and ad hoc) committees regarding criminal justice matters including Drug Court.
•Obtain DNA samples, fingerprint rolled impressions and collection of other personal data in support of court related activities.
•Coordinate and provide transportation of subjects under the direction of the court.
•Serve civil process and subpoenas in support of court related activities.
•Assist with bailiff coordination and activities.
•Assist the District Attorney’s Office with scheduling and court appearance notices to officers.

Qualifications: To perform the patrol deputy job successfully an individual must be able to perform each essential duty satisfactorily. Education/Experience: 
•High school diploma or GED
•Sixty (60) fully accredited college credits or an Associate degree in a Law Enforcement or Law Enforcement related field and, current certification as a law enforcement officer in the State of Wisconsin, or licensed or certified as a law enforcement officer in another state and eligible to become certified in Wisconsin.
•As an alternative to the post high school education requirements the Sheriff's Deputy must have non-lapsing LESB certification prior to February 1, 1993.•Knowledge of county ordinances, state laws, standards of care and procedures commonly accepted as Law Enforcement standards.
•Knowledge of civil process laws and procedures and the ability to properly serve the same

Certificates/Licenses/Registrations:
1.Current Wisconsin Law Enforcement Training and Standards Board Certification or licensed or certified as a law enforcement officer in another state and be eligible for Wisconsin Certification.
2. Must possess a valid driver’s license from state of Wisconsin.
3.Must maintain LESB law enforcement certification.

Deputy Sheriff hiring requirements: 
•Must pass a law enforcement officer's background investigation.
•Must pass a standardized psychological screening for law enforcement officers.
•Must pass a standardized physical exam for law enforcement officers.
•Must have the ability to operate a motor vehicle in a safe manner sometimes at high speeds, often in inclement weather.
•Must have the ability to safely and effectively discharge handguns, shotguns and rifles sometimes under high stress situations in various conditions.
•Must have the ability to properly deploy various tools of force and restraint common to the Law Enforcement profession.
•Must be a resident of Wisconsin and reside within 15 miles of Polk County.
