Take the first step in the right direction—are you READY?Position Summary : Oversee all fiscal matters of Port Houston and accountable for the Procurement Services, Treasury, Enterprise Risk Management, Financial Planning, Internal Audit, and Accounting / Financial Reporting functions. The Deputy CFO is responsible for the ongoing development and monitoring of external programs and internal control systems designed to preserve Authority assets and report accurate financial results. Reporting to the Chief Financial Officer, the Deputy CFO directly assists on strategic and tactical matters as they relate to financial management, budget development, financial analysis and securing funding sources.Key Responsibilities / Duties : Develop, maintain, and obtain Port Commission approval of the annual and five-year operating and capital budgets by engaging with division and department leadership to generate a fiscally responsible financial plan.Plan, manage, and implement financial strategies to support capacity growth and achievement of Port Houston goals and objectives.Plan, direct, and coordinate all finance and administration activities to achieve maximum service levels in a cost-effective manner and with a goal of continuously developing and improving systems, processes, and services.Ensure timely and accurate financial and management reporting in support of both internal and external stakeholders so that business plans and compliance requirements are met.Ensure compliance with local, state, and federal guidelines for fair and transparent procurement of goods and services.Oversee procurement services, vendor and contract management, purchase and change order processes to ensure strict compliance with internal policies, statutory requirements and Port Houston internal control framework.Manage Port Houston’s investment strategy, debt structuring and bond issuance in order to finance operations and capital investments and maintain adequate liquidity.Oversee the design and implementation of a comprehensive enterprise risk management program that addresses both strategic and tactical risks inherent to port operations.Ensure the Port’s risk management program and overall culture support a path to best-in-class risk management performance and integration into all aspects of the enterprise.Understand and mitigate key elements of the Authority's risk profile.Monitor open claims and exposure to minimize exposure while maintaining an appropriate level of coverage for the Authority.Manage Port Houston’s accounting operations including production of financial reports, maintenance of accounting records, and a control system over fundamental functions (Billing and collections, Payroll, Accounts Payable) to mitigate risk and ensure the accuracy of reported financial results.Exercise sound judgment and expertise within investment policy guidelines for maximizing return on assets associated with Port Houston's general fund and fiduciary plans.Maintain banking and financial advisor relationships.Determine optimum financing strategies and funding sources supported by robust liquidity planning.Manage compliance activities (financial and administrative) for Port Houston's fiduciary arrangements (Pension, Other Postemployment Benefits), and state transparency programs.Provide Finance Division team guidance and oversight.Act as a good steward of Port Houston resources and ensure effective control of department budgets.Participate as a member of the Port Houston senior management team, to include leadership of initiatives to support achievement of the Port Houston Strategic Plan, development of assigned staff, and promotion of a positive organizational culture.Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you).Perform other duties, as required.Education / Experience : Bachelor’s degree in business administration, Economics, Finance or related major from a public or accredited private academic institution required.10 years of finance or accounting experience required.Previous progressive responsibility at the executive level required.CPA license preferred.Master’s degree or MBA preferred.Certified Public Finance Officer designation preferred.Big 4 public experience preferred.Knowledge, Skills, Abilities and Behaviors : Knowledge of business operations and budget processes.Knowledge of accounting and financial reporting principles.Knowledge of Safety programs and management of related initiatives.Knowledge of financial markets and investment strategies.Knowledge of insurance markets and public sector risk management techniques.Knowledge of procurement best practices and related controls framework.Knowledge of Supplier Diversity programs, their creation and management.Knowledge of industry-related education programs including community outreach.Knowledge of accounting principles and Governmental Accounting Standards Board ("GASB") pronouncements with the ability to apply them to complex transactions.Interpersonal and customer service skills.Attention to details and effective organizational skills.Strong decision-making, problem-solving and analytical skills.Effective communication and interpersonal skills with all levels of employees, management, and customers.Tactical critical thinking skills.Project management skills.Ability to analyze large volumes of data and return
